Abstract

The objectives of this research were to evaluate the quality and equality of educational management of Municipalities, and the changing conditions of Municipalities that received the transfer of educational management; to analyze facilitating and hindering factors for educational management of Municipalities; and to prepare policy recommendations for educational management of Municipalities. The mixed research method including the quantitative and qualitative research methodologies was employed in this study.

                Research findings were as follows: (1) Regarding the quality of educational management, the quality of the majority of learners met the quality standards; the numbers of teachers were sufficient; teachers’ qualifications were in accordance with the subjects they were teaching and the schools could provide education that was responsive to the needs of local communities; and the community participated in educational management. (2) Regarding the equality of educational management, schools provided the opportunity for learners equally (3) Regarding the changing conditions after the transfer of educational management, the schools were received more academic support and were allocated more budget and teachers. However, there was the lack of flexibility for budget management. (4) The identified facilitating factors were the following; the administrators having visions; Municipalities having readiness on income; sufficiency of teachers; On the other hand, the identified hindering factors were the following: the administrators lacking visions; insufficiency of personnel and the lack of experience on the part of the personnel; and the lack of the administrative decentralization.
