A Study and Analysis of the Structural Development of Sub-District Administrative Organization in Thailand in Term of Learning and Development by Alan Rogers

Abstract

The objectives of this research were: 1) to study the structural development of Sub-district Administrative Organization (SAO) in Thailand; and 2) to analyze the development of SAO.’s structures in term of learning and development based on the concept of Alan Rogers. The units of study were literatures and legislations related to the SAO’s structural development in Thailand and 10 key informants.  The tools used for data collection were a recording form and series of in-depth interview questions. Both data collection and qualitative analysis were carried out by using descriptive analysis as well as analytical induction technique. The results of this study showed that the SAO structural development in Thailand can be divided into two phases. The first phase is the period before the promulgation of “the Sub-district Council and Sub-district Administrative Organization Act (1994)”. The second after the promulgation of the above law. The analytical result of the second phase in term of the learning and development was found that all parties complied with the promulgation: 1) marginalization; 2) empowerment; and 3) participation respectively.
