การจัดการความเสี่ยงทางด้านพัสดุของเทศบาลตำบลโนนสะอาด อำเภอหนองเรือ จังหวัดขอนแก่น

Abstract

การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ มีวัตถุประสงค์ เพื่อ 1) ศึกษาความเสี่ยงทางด้านการบริหารงานพัสดุ ได้แก่ ด้านการจัดหาพัสดุ ด้านการจัดทาแผนการจัดซื้อจัดจ้าง ด้านการดำเนินการจัดหา ด้านการควบคุมพัสดุ ด้านการตรวจรับพัสดุ และด้านการจาหน่ายพัสดุ ของเทศบาลตำบลโนนสะอาด และ 2) เสนอแนวทางแก้ไขปัญหาและการจัดการความเสี่ยงทางด้านพัสดุของเทศบาลตำบลโนนสะอาด อำเภอหนองเรือ จังหวัดขอนแก่น โดยประชากรที่ใช้ในการศึกษาครั้งนี้ ได้แก่ คณะผู้บริหาร หัวหน้าส่วนราชการ เจ้าหน้าที่ที่ปฏิบัติงานเกี่ยวกับงานพัสดุ พนักงานเทศบาล และพนักงานจ้างทุกท่าน รวม 41 คน รวบรวมข้อมูลโดยใช้แบบสัมภาษณ์ที่ผู้ศึกษาสร้าง สถิติที่ใช้ในการวิเคราะห์ ได้แก่ มาตราวัดแบบลิเกิร์ต

ผลการวิจัย พบว่า

1. ด้านการดำเนินการจัดหาพัสดุ ขั้นตอนการดำเนินการจัดหาพัสดุ การถูกเรียกเงินคืนในการดำเนินการจัดหาพัสดุ การจัดซื้อจัดจ้างโดยวิธีตกลงราคา เป็นระดับความเสี่ยงที่มีความสำคัญมากที่สุดของเทศบาลตำบล โนนสะอาด รองลงมาตามลำดับ คือ ด้านการควบคุมพัสดุ พัสดุเกิดการสูญหายหรือเสียหาย และด้านการจำหน่ายพัสดุ มีพัสดุเสื่อมสภาพหมดความจาเป็นใช้งานเป็นจำนวนมาก

2. ข้อเสนอแนะ ควรมีการจัดทำโครงการ 1) โครงการฝึกอบรมเชิงปฏิบัติการ หลักสูตร “การเพิ่มประสิทธิภาพการบริหารงานพัสดุของเทศบาลตำบลโนนสะอาด อำเภอหนองเรือ จังหวัดขอนแก่น” 2) โครงการฝึกอบรมหลักสูตร “การจัดซื้อจัดจ้างภาครัฐ ทำอย่างไรให้ปลอดภัยจาก สตง. และ ป.ป.ช.” 3) โครงการฝึกอบรมหลักสูตร “ข้อสังเกตและข้อควรระวังในการจัดซื้อจัดจ้าง การตรวจงานจ้าง การตรวจรับพัสดุ การควบคุมงาน การเบิกจ่ายเงินค่าใช้จ่ายในการจัดงานประเพณีต่างๆ จากสำนักงานตรวจเงินแผ่นดิน (สตง.) และความก้าวหน้าในอาชีพบุคลากร องค์กรปกครองส่วนท้องถิ่น” งบประมาณที่ใช้รวมทั้งสิ้น 190,000.-บาท เพื่อเพิ่มประสิทธิภาพการบริหารงานพัสดุของเทศบาลตำบลโนนสะอาด และเพื่อเพิ่มพูนความรู้ ความเข้าใจ รวมทั้งการป้องกันและแก้ไขปัญหาการบริหารงานพัสดุที่ดำเนินการผ่านมา ซึ่งจะก่อให้เกิดประสิทธิภาพและประสิทธิผลสูงสุดในการพัฒนาท้องถิ่นต่อไป

Risk management procurement of Nonsaad municipal district, Nongrue district, Khon Kaen province

The purposes of this qualitative research were 1) to study the risk of supplies procurement including procurement, plans, procurable performance, supplies control, supplies inspection, and supplies disposal of Nonsa-ad Municipal District, 2) to proffer the solution and risk management of Supplies Procurement in Nonsa-ad Municipal District, Nongrue District, Khon kaen Province. The population of the study were 41 people including the executive council, government chief, supplies officers, municipal staffs, and all of the employees. The instrument of the study was the interview. The statistics for analysis was Likirt’s measurement.

The result of the study found that

1. The implementation of the procurement, procedures for procurement, the rebate deducted from the action of procurement, and the procurement price by agreement were the most important risk of Non Sa-ad district. The latter were the control of materials, lost or damaged materials and the sale of the materials respectively. There were a lot of Obsolescence and unnecessary materials.

2. In order to make the supplies procurement more efficient, related personnel should provide the following projects including, 1) The workshop of the curriculum on the topic “Upgrading the Efficiency in Management of Supplies Procurement in Nonsa-ad Municipal, Nongrue District, Khon kaen Province”, 2) The training project on the topic “How to do correct procurement in accordance with the regulation from the Office of the Auditor-General of Thailand and Office of the National Anti-Corruption Commission in National Procurement”, 3) The training project on the topic “notice and caution in procurement, employment inspection, supplies inspection, controlling, disbursement for the Cultural Events from Office of the Auditor-General of Thailand, and Advance in Personnel Career of Department of Local Administrative”. The budget used was 190,000 totally in order to increase the effectiveness in administrative of supplies procurement in the past that would be in the most effective result in local development.
