Attitude of the group leaders toward the function of the municipality council members following the announcement of National Council for Peace and Order (NCPO): A case study at Nongbuarawae Sub-district Municipality, Nongbuarawae District, Chaiyaphum Province

The purposes of this research were to: 1) study the attitude of leaders towards Nongbuarawae Municipality Council Members following the announcement of National Council for Peace and Order, and 2) compile and compare the procedure of scope of authority and function of the municipality council members by election and by selection. The main instrument was questionnaire and applying collaborative working process for collecting the data. The questionnaire consisted of two parts: part 1 was about personal data and part 2 was about the assessment of Nongbuarawae Sub-district Municipality Council Members' functions. The results revealed in part 1 that 66 informants were males and 4 informants were females. 45.9% informants were 51-60 years old. All informants were married. 43% graduated in Bachelor's degree and 35.7% graduated in Master's degree. 98.8% were government officers. 80% family income were 20,000 - 30,000 baht. Regarding to part 2, the level of understanding about performing criteria following the announcement of National Council for Peace and Order (NCPO) issued 85 dated on July 10, 2014 by obtaining information from news, media, various publications, and individual self-learning, the results showed in moderate level. The important suggestions from this research were: studying good points and weak points or the limitation of each side can improve working performances. Integrity and justification should be concerned by municipality council members, municipality administrators, staff members and community committee for being a good model in the future.
