Abstract in Thai unavailableStudying the form and the requirement in reformation of local government administration: A case study of Dongklang Sub-district Administrative Organization, Khonsan District, Chaiyaphum Province

The purposes of this qualitative study were 1) to study the requirement of the political people, the officers, the community leaders, and the occupational group about the reformation of local government administration in the area of Dongklang Sub-district Administrative Organization, Khonsan District, Chaiyaphum Province, 2) to offer the guidelines to reform the local government administration in the area of Dongklang Subdistrict Administrative Organization, Khonsan District, Chaiyaphum Province. The samples were 143 people by gathering the information from in-depth interviews and group conversation. The results of the study found that the form and the requirement in reformation of local government administration of Dongklang Sub-district Administrative Organization were 1) the power of self-administration and independent of the local government, 2) the local government administrative structure, 3) the machanism of selection the chief executive of the local government administration, 4) the finance of the local government administration, 5) the directing of the local government administration, 6) the policy and plan, 7) the local personnel resource, 8) the participation of the population, and 9) the corruption. The guidelines to reform the local government administration in the area of Dongklang Sub-district Administrative Organization were 1) the participation of the local population; rush to publicize the role of the people to participate in local government administration, 2) the policy and plan; encourage the role of the people in participation in local government administration by setting up the organization of the sub-district in order to be the representation of the community to participate in local development and to set the policy and plan to be appropriated with the local peoplems needs, 3) the authority of the local government administration; should decrease the category of the local government administration and be clear with the responsibility, 4) the directing of the local government administration; should adjust the law to be the committee form that were (1) the center representative, (2) the local representative, (3) the local population, 5) the promotion of the executive of local government administration; should have the law to evaluate their knowledge and ability of the applicants, 6) the local income; should improve the tax law of the local government administration to be more efficient, 7) the personnel administration of the local; the people in the local have to participate in the personnel administration.
