The scale development of performance based on indicators of good governance principles of the civil engineering division in the Tambon administrative organizations in upper Isaan region of Thailand

The purposes of this research were : to develop the elements and indicators of performance based on the indicators of good governance principles of the civil engineering division in the Tambon Administrative Organizations in upper Isaan region of Thailand, to establish criteria for evaluating the performance based on indicators of good governance principles of the civil engineering division in the Tambon Administrative Organizations in upper Isaan region of Thailand, and to evaluate the appropriateness of performance based on indicators of good governance principles of the civil engineering division in the Tambon Administrative Organizations in upper Isaan region of Thailand. In phases 1, the samples were 340 officers in the civil engineering division in the Tambon Administrative Organizations in upper Isaan region of Thailand.A cheek-list survey was employed to collect data. In phases 2, The target participants were 10 qualified experts in the field of the good governance, the strategic development, and the evaluation. The Critical Incident Technique was used to gain the target participants. And in phases 3, the target group was 20 qualified directors from different civil engineering divisions in the Tambon Administrative Organizations in Udon Thani.

The research results were as follows: The indicators were mostly suitable to be a measure of performance based on the indicators of good governance principles of the civil engineering division in the Tambon Administrative Organizations in upper Isaan region of Thailand. The indicators were acceptable and could be applied as a measure of performance in the civil engineering division in the Tambon Administrative Organizations in upper Isaan region of Thailand. A total of 70 variables were interrelated and suitable for element analysis. The evaluation criteria for performance based on 6 areas of indicators of the principles of good governance were indentified 25 elements and 65 indicators, which were appropriate in terms of consistency and efficiency in practice and performance.
