Abstract

The research aimed to analyze causal factors affecting the job performance efficiency of agricultural
sub-district personnel in the Roi-Kaen-Sarn-Sin provincial cluster, to design a model for improving the job
performance efficiency of the agricultural sub-district personnel, and to implement the model to the target
population in the Mahasarakham province. The research methodology was divided into three phases. Phase
1 focused on analyzing the causal factors affecting job performance efficiency of the agricultural. The samples
were 218 agricultural sub-district officers in the Roi-Kaen-Sarn-Sin provincial cluster. Taro Yamane method
was employed to calculate the sample size and the samples were selected by the stratified random sampling
technique. The data was collected by a questionnaire from the agricultural sub-district officers. Multiple Linear
Regression was used for data analysis, and LISREL program was employed for the analysis of structural
equation model. Phase 2 focused on designing and developing a model for improving the job performance
efficiency of the agricultural sub-district personnel through focus group and brain storming methods of 15
research participants: five agricultural district officers, five agricultural sub-district officers, and five farmers.
The appropriateness and quality of the model was assessed by three experts. Phase 3 was to implement the
model to the target population. The population was six agricultural sub-district officers in MahaSarakham
province. The Wilcoxon Signed Rank Test was used for hypothesis testing at the .05 level of the statistical
significance. Results of the research were follows:
The research findings showed that four key causal factors affecting the job performance efficiency of the
agricultural sub-district officers consisted of budget, team work, motivation and personal competency.
The study showed that the model for improving the job performance efficiency of the agricultural subdistrict
personnel in the Roi-Kaen-Sarn-Sin provincial cluster consisted of 13 activities: 1) definition and importance,
2) financial source, 3) team activities, 4) team work activities, 5) teamwork skill and professional
skill development, 6) my paper activity, 7) self reliance, 8) SMART activities, 9) brianstorming activities, 10)
speaking skill development, 11) puzzle photo games, 12) being a good person with goal, and emotional
improvement.
The findings indicated that the overall job performance efficiency of the agricultural sub-district officers
after the model implementation was better than that of before the model implementation of the statistical
significance.
