บทคัดย่อ

การวิจัยครั้งนี้ มีวัตถุประสงค์ เพื่อศึกษาการมีส่วนร่วมของชุมชนในการจัดการศึกษาศูนย์พัฒนาเด็กเล็ก และศึกษาข้อเสนอ แนะแนวทางการมีส่วนร่วมของชุมชนในการจัดการศึกษาศูนย์พัฒนาเด็กเล็ก ในเขตอำเภอหนองกุงศรี จังหวัดกาฬสินธุ์ กลุ่มตัวอย่าง ได้แก่ คณะกรรมการศูนย์พัฒนาเด็กเล็ก และที่ปรึกษาคณะกรรมการศูนย์พัฒนาเด็กเล็ก รวมจำนวน 150 คน เครื่องมือที่ใช้ในการ วิจัย เป็นแบบสอบถามแบบมาตราส่วนประมาณค่า มี 5 ระดับ มีค่าความเชื่อมั่นทั้งฉบับ เท่ากับ 0.98 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการจัดสนทนากลุ่ม วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา ผลการวิจัย พบว่า

1. การมีส่วนร่วมของชุมชนในการจัดการศึกษาศูนย์พัฒนาเด็กเล็ก อำเภอหนองกุงศรีจังหวัดกาฬสินธุ์ โดยรวมอยู่ในระดับ ปานกลาง เมื่อพิจารณาเป็นรายด้านพบว่า อยู่ในระดับปานกลาง ทุกด้าน เรียงลำดับด้านที่มีค่าเฉลี่ยจากน้อยไปหามาก คือ ด้านการ ประเมินผล ด้านการแสวงหาทรัพยากรด้านการประสานงานด้านการประสานงาน และด้านการวางแผน

2. แนวทางการมีส่วนร่วมของชุมชนในการจัดการศึกษาศูนย์พัฒนาเด็กเล็ก อำเภอหนองกุงศรี จังหวัดกาฬสินธุ์ คือ

2.1 ด้านการวางแผน ควรเปิดโอกาสให้คณะกรรมการศูนย์พัฒนาเด็กเล็กเข้าร่วมประชุมทำความเข้าใจในการวางแผน การจัดทำแผน พัฒนาประจำปี เพื่อเสนอความต้องการของชุมชนต่อการจัดการศึกษาในศูนย์พัฒนาเด็กเล็ก

2.2 ด้านการแสวงหาทรัพยากรควรให้คณะกรรมการศูนย์พัฒนาเด็กเล็กได้เข้ามามีส่วนร่วมในการพิจารณาจัดสรรงบประมาณ ประจำปีเพื่อการจัดการศึกษาโดยให้โอกาสคณะกรรมการศูนย์พัฒนาเด็กเล็กได้เสนอโครงการหรือกิจกรรมไว้ในแผนพัฒนาประจำปี และร่วมจัดสรรงบประมาณลงในโครงการหรือกิจกรรมตามความเหมาะสม

2.3 ด้านการประสานงาน ระหว่างศูนย์พัฒนาเด็กเล็กกับคณะกรรมการศูนย์พัฒนาเด็กเล็ก ควรมีการประสานงานกัน โดยการ แลกเปลี่ยนความคิดเห็นเกี่ยวกับการดำเนินงานของศูนย์พัฒนาเด็กเล็ก มีการให้ข้อมูลเกี่ยวกับการจัดการศึกษาและความต้องการ ของชุมชน สำหรับเป็นแนวทางในการพัฒนาการศึกษา

2.4 ด้านการประเมินผลควรให้ความรู้เกี่ยวกับการจัดการศึกษาแก่คณะกรรมการศูนย์พัฒนาเด็กเล็กโดยการเข้าร่วมประชุม สัมมนา เพื่อคณะกรรมการศูนย์พัฒนาเด็กเล็กได้เข้าใจบทบาทของตนเอง และให้คณะกรรมการศูนย์พัฒนาเด็กเล็กได้มีส่วนร่วมใน การประเมินผลเมื่อสิ้นปีการศึกษา โดยให้คณะกรรมการศูนย์พัฒนาเด็กเล็กเข้าไปมีส่วนร่วมในการติดตามผลการดำเนินงานโครงการ ทุกขั้นตอน

ABSTRACT

This research aimed to study the participation of community in educational management of child development center and study suggestions as guidelines for participation of community in educational management of child development center in Nong Kung Si district, Kalasin province. Subjects for this research consisted of 150 people who were being child development center board and supervisors. The instrument used in the research was a five rating scale questionnaire with 0.98 of reliability. The statistics used for analyzing data were percentage, mean, standard deviation and focus group for content analysis.

The results of the research were as follows:

1. The overall participation of community in educational management of child development center in Nong Kung Si District, Kalasin province was of a moderate level. Considering each aspect, it was also shown at a moderate level difference from low to high: evaluating, resource seeking, cooperating, and planning.

2. The guidelines for participation of community in educational management of child development center in Nong Kung Si District, Kalasin Province were: 1) Planning: there should give an opportunity for child development center board to participate in the meeting to understand the annual development plan operation in order to propose the community needs towards educational management of child development center, 2) Resource seeking: child development center board should be participated in consideration of budget allocation for educational management by giving an opportunity for them to propose projects or activities including budget allocation suitably, 3) Cooperating between child development center and child development center board: there should be opinion exchange related to child development center operation. There would be educational management information and community needs as a guideline for educational development and 4) Evaluating: giving knowledge related to educational management should be provided for child development center board by participating in a meeting, seminar in order to understand their own roles. The child development center board should participate in evaluation at the end of academic year by follow-up the results of the project operation in every step.
