บทคัดย่อ

การศึกษาวิจัย เรื่อง รูปแบบการเสริมสร้างความเข้มแข็งกลุ่มทอผ้าไหมตำบลกุดรัง อำเภอกุดรัง จังหวัดมหาสารคาม มี วัตถุประสงค์การวิจัย เพื่อพัฒนารูปแบบการเสริมสร้างความเข้มแข็งกลุ่มทอผ้าไหมตำบลกุดรัง อำเภอกุดรัง จังหวัดมหาสารคาม โดย กำหนดระยะเวลา คือ 1 ตุลาคม 2553 - 30 กันยายน 2554 กรอบแนวคิดของการวิจัย ได้แก่ บริบทชุมชนตำบลกุดรัง ศักยภาพ ด้านการบริหารจัดการ แนวทางเพิ่มศักยภาพด้านการบริหารจัดการ แนวทางความร่วมมือของกลุ่มทอผ้าไหม และปัจจัยที่ทำให้กลุ่ม ทอผ้าไหมสามารถพัฒนาแนวทางการเพิ่มศักยภาพและความร่วมมือ แหล่งข้อมูลประกอบด้วย สมาชิกกลุ่มทอผ้าไหมในตำบลกุดรัง กลุ่มภูมิปัญญาท้องถิ่น ได้แก่ ผู้นำชุมชน ผู้ทรงภูมิปัญญาในท้องถิ่น พระสงฆ์ ตัวแทนครู ตัวแทนชาวบ้าน นักวิชาการจากหน่วยงาน สนับสนุน และนักวิชาการจากสถาบันการศึกษา รวมจำนวน 45 คน เครื่องมือที่ใช้ในการวิจัยครั้งนี้เป็นการวิจัยแบบมีส่วนร่วม(PAR : Participatory Action Research) ในพื้นที่ศึกษาโดยมีคณะผู้วิจัยและประชากรเป้าหมาย เข้ามามีส่วนร่วมในการศึกษา ดำเนินการ และติดตามประเมินผล สำหรับการวิเคราะห์ข้อมูลใช้วิธีการวิเคราะห์เนื้อหา (Content Analysis) แล้วนำเสนอข้อมูลเชิงพรรณนา ผล การวิจัย พบว่า รูปแบบการเสริมสร้างความเข้มแข็งกลุ่มทอผ้าไหม ตำบลกุดรัง อำเภอกุดรัง จังหวัดมหาสารคาม ดังนี้

1. สมาชิก การดำรงอยู่ของกลุ่มทอผ้าไหมกุดรังจึงขึ้นอยู่กับสมาชิกเป็นสำคัญ ดังนั้น 1) สมาชิกจะต้องเข้าใจบทบาทหน้าที่ของ ตนเอง 2) สมาชิกจะต้องมีวินัยต่อตนเองทั้งในการออมเงินและการจ่าย 3) ยึดหลักปรัชญาเศรษฐกิจพอเพียงในการดำรงชีวิต 4) ต้อง คัดเลือกบุคคลที่มีทักษะ ความรู้ ความสามารถและความชำนาญเข้ามาปฏิบัติหน้าที่ 5) ต้องปฏิบัติงานตามหน้าที่ที่รับผิดชอบด้วย ความซื่อสัตย์ สุจริต 6) ดูแลและใช้สินทรัพย์ต่างๆ ของกลุ่มทอผ้าไหมกุดรังอย่างเหมาะสม คุ้มค่า และเกิดประโยชน์ต่อสมาชิก

2. คณะกรรมการดำเนินการกลุ่มทอผ้าไหมกุดรัง จะต้อง 1) มีความรับผิดชอบในการบริหารจัดการและดำเนินการ 2) ต้อง ปฏิบัติงานด้วยความโปร่งใส ซื่อสัตย์สุจริต เป็นที่เชื่อถือศรัทธาแก่สมาชิก 3) มีระบบการควบคุมภายในที่ดีและเพียงพอต่อการปฏิบัติ งานด้านต่างๆ 4) รู้จักใช้ข้อมูลทางบัญชีในการบริหารงานเพื่อช่วยในการตัดสินใจ 5) หมั่นศึกษาหาความรู้เพิ่มเติม เพื่อให้การบริหาร งานมีประสิทธิภาพ

ABSTRACT

This research aimed to study and to develop a model for the enhancement of silk weaving groups in, Kud Rang district, Maha Sarakham Province. This research was conducted during October 1, 2011 to September 30, 2013. The conceptual framework consisted of tcommunity context of Kud Rang district, capabilities in management, practices of management improvement, and factors affecting the cooperative development. Forty five target population were composed of members of Kud Rang Silk Weaving groups, community leaders, local experts, Buddhist monks, teachers, village agents, academicians from supporting organization, academicians from educational organization consisting of totally 45 persons. Participatory Action Research (PAR) was employed for this study. The target population had a participatory study; operation, monitoring and evaluation. The data were analyzed by the content analysis, and then the data were presented by descriptive form.

The research results were found as follows:

1. The finding showed that the Kud Rang silk weaving groups were managed by the member-centered approach. Thus, the members 1) must understand their own role, 2) they must have self-discipline of saving money, 3) they should apply the sufficiency economy philosophy for their life, 4) they should select the operational committee members who are full of skills, knowledge, and ability, 5) they should work together and honestly, and 6) they should maintain the assets suitably for members.

2. The committee members of the Kud Rang silk weaving groups were required to 1) have responsibilities for management and operation, 2) work with transparency, faith and trust among the members, 3) set the system of internal controls for operational issues, 4) use the accounting information for decision making, 5) regularly learn more to improve the management.
