ศึกษาผลการดำเนินงานของสำนักวิทยบริการและเทคโนโลยีสารสนเทศ มหาวิทยาลัยราชภัฏมหาสารคาม; Operations of the Office of Academic Resources and Information Technology of Rajabhat Maha Sarakham University

บทคัดย่อ

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาผลการการดำเนินงานของ สำนักวิทยบริการและเทคโนโลยีสารสนเทศมหาวิทยาลัย
ราชภัฏมหาสารคาม ตามมาตรฐานห้องสมุดสถาบันอุดมศึกษา 8 ด้าน กลุ่มประชากรที่ศึกษา คือ อาจารย์บรรณารักษ์และ
เจ้าหน้าที่ห้องสมุดเป็นทั้งกลุ่มประชากร และกลุ่มตัวอย่าง จำนวน 30 คน นักศึกษาภาคปกติ นักศึกษา กศ.บป. นักศึกษา
ปริญญาโท และนักศึกษาปริญญาเอก มหาวิทยาลัยราชภัฏมหาสารคาม เป็นกลุ่มตัวอย่าง จำนวน 535 คน ในปีการศึกษา
2553 โดยวิธีการสุ่มอย่างง่าย เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถาม วิเคราะห์ข้อมูลโดยใช้วิธีแจกแจงความถี่ หาค่า
ร้อยละ หาค่าเฉลี่ย และค่าความเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า ผลการดำเนินงานของสำนักวิทยบริการและเทคโนโลยี
สารสนเทศ มหาวิทยาลัยราชภัฏมหาสารคาม วิเคราะห์ข้อมูลโดยใช้วิธีหาค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า
การดำเนินงานของสำนักวิทยบริการและเทคโนโลยีสารสนเทศ มหาวิทยาลัยราชภัฏมหาสารคาม มีประสิทธิภาพอยู่ในระดับปาน
กลาง เมื่อพิจารณาเป็นรายด้าน พบว่า กลุ่มอาจารย์บรรณารักษ์และเจ้าหน้าที่ห้องสมุด เห็นว่า มีประสิทธิภาพอยู่ในระดับมาก 5 ด้าน
ได้แก่ ด้านโครงสร้างและการบริหาร ด้านบุคลากรห้องสมุดสถาบันอุดมศึกษา ด้านทรัพยากรสารสนเทศ ด้านอาคาร สถานที่และครุภัณฑ์
และด้านการบริการ ส่วนที่เหลืออีก 3 ด้าน เห็นว่ามีประสิทธิภาพอยู่ในระดับปานกลาง แต่กลุ่มนักศึกษามีความเห็นว่าการดำเนินงาน
ของสำนักวิทยบริการและเทคโนโลยีสารสนเทศ มหาวิทยาลัยราชภัฏมหาสารคาม โดยภาพรวมมีประสิทธิภาพอยู่ในระดับปานกลาง
เมื่อพิจารณาเป็นรายด้าน พบว่า ประสิทธิภาพอยู่ในระดับมาก 2 ด้าน ได้แก่ ด้านบริการ และด้านทรัพยากรสารสนเทศ ที่เหลืออีก 2
ด้านเห็นว่ามีประสิทธิภาพอยู่ในระดับปานกลาง;

This research is aimed at studying the operations of the Office of Academic Resources and Information
Technology of Rajabhat Mahasarakham University regarding the 8 aspects of higher education library standards.
One sample group in this study consisted of 30 library instructors and librarians under the Office of
Academic Resources and Information technology; and the other sample group consisted of 535 regular and
weekend students of the academic year 2010 , studying at the bachelor’s , master’s , and doctoral degree
levels and obtained through simple random sampling. The research tool used for collecting data was a
questionnaire; and the statistics used in analyzing data were frequency, percentage, mean and standard
deviation. The research revealed the following results:
The overall efficiency of the operations of the Office of Academic Resources and Information Technology
of Rajabhat Maha Sarakham University regarding the 8 aspects of higher education library standards was found
at the moderate level. When specific areas were studied, findings revealed the following: the library instructors
and the librarians rated 5 aspects at the high level of efficiency organizational structure and management,
library personnel, information technology resources, buildings and facilities, and services; while the other 3
aspects were found with moderate efficiency. However, in the students’ views, the general efficiency of the
operations of the Office of Academic Resources and Information Technology of Rajabhat Maha Sarakham
University was moderate; and when specific areas were studied, only 2 aspects were rated at the high level
of efficiency: services and information technology resources; while the operations in the other aspects were
found with moderate efficiency.
