Human Capital Development Model of Lectures’ Northern Rajabhat University

Abstract
This study aims to investigate 1) human capital development conditions of Lecturers’ Rajabhat University 2) human capital development levels of Lecturers’ Rajabhat University 3) factors affecting human capital development of Lecturers’ Rajabhat University and 4) to create human capital development model of Lecturers’ NortheasternRajabhat University by utilizing mixed research methodology. The mixed research methodology could be divided into three phases. First, qualitative research methodology: the target group of 30 qualified instructors in the service of Rajabhat universities in the northeastern region occupying as administrators, program chairpersons, and lecturers, was investigated, then the specific target group was selected, in-depth interview was conducted and the data was analyzed by content analysis. Second, quantitative research methodology: population and target group of 4,726 qualified instructors in the service of 12 Rajabhat universities in the northeastern region were studied, the size of target group determined, by utilizing Taro Yamane, as the sampling unit of 369 instructors was conducted by multi-stage random sampling.The research tool used was questionnaire and the data was analyzed, by descriptive statistics and analytic statistics; for instance, Pearson’s Correlation Coefficient and Multiple Linear Regression Analysis: R2, at the level of significance of 0.5. Third, quantitative research methodology: 28 expert instructors in the service of Rajabhat universities in the northeastern region were specifically selected to evaluate the properness of the model by expert verification and then the data was analyzed, by descriptive statistics.
The research result found that:
- Human capital development conditions of Lecturers’ northeastern Rajabhat University demonstrated that human capital development consists of 4 elements: intellectual capital, social capital, emotional capital and expertise capital. Factors influencinghuman capital development were personnel’s characteristics, administrator’s leadership, organizational commitment, organizational culture, motivation, information technology, and quality of work life.
- Human capital development level of Lecturers’ northeastern Rajabhat University was totally high, at the average of 3.98.The descending order showed the average of human capital development elements as social capital, intellectual capital, emotional capital and expertise capital with the average of 4.16, 3.98, 3.88 and3.84 respectively.
- Human capital development factors of Lecturers’ northeastern Rajabhat University were motivation, quality of work life, information technology, personnel’s characteristics, administrator’s leadership and organizational culture. Predictive coefficients in form of raw scores (b) were .308, .206, .183, .156, .082 and .072 respectively. Predictive coefficients in form of standard scores (β) were .297, .228, .185, .146, .098and .080 respectively with the multiple correlation coefficient (R) at .804 and predictive power ( R2) at .646, together predicted at 64.60 percent with the statistical significance of 0.5.
- Evaluated by the experts, it was found that creation of human capital development model of the lecturers in the service of Rajabhat universities in the northeastern region was appropriate.
