The Participation of People in Making the Development Plan of Nong KoSub-District Administrative Organization, Borabue District, MahaSarakham Province

Abstract
The objectives of the research were to investigate the participation of people in making the development plan of Nong Ko Sub-District Administrative Organization, Borabue District, MahaSarakham Province, to compare the public participation in in making the development plan regarding gender, age, educational background, occupation and village, and to find useful suggestions for the participation in making the development plan. The samples were 363 people who were 18 years old and more in the areas of Nong Ko Sub-District Administrative Organization, Borabue District, MahaSarakham Province. The instrument was a rating-scale questionnaire with a .85 reliability index. The data was analyzed by computer program. The statistics used were the percentage, mean and standard deviation. T– test and F – test (One - Way ANOVA) were used for hypothesis testing at the .05 level of the statistical significance, and Scheffe’ method was used to compare of the differences.
Results of the research were as follows: (1)The findings showed that the overall participation of people in making the development plan of Nong Ko Sub-District Administrative Organization, Borabue District, MahaSarakham Province was at moderate level. Five moderately rated items of the participation were checking content of the development plan, identifying problems, making project plans , making the development plan for budget, and evaluationrespectively. (2)The findings indicated that the overall opinion of the people toward the participation in making the development plan of Nong Ko Sub-District Administrative Organization regarding the different genders and ages was not different at the .05 level of the statistical significance. Whereas, the opinion of the people toward the participation in making the development plan of NongKo Sub-District Administrative Organization regardingthe different educational backgrounds, occupation and villages was different at the .05 level of the statistical significance., and (3)Regarding the suggestions, the findings showed that five frequent suggestions for the public participation werevaluation (f=50),making the development plan for budget (f=40), making project plans (f=35), identifying problems (f=30) and checking content of the development plan (f=20).
