Curriculum Development into a Competency-Oriented Curriculum : Case Study Bachelor of Public Administration Department of Public Administration Rajabhat Maha Sarakham University

Abstract
This research has the following objectives: 1) to study the expectations of external stakeholders on the competency of students in the Bachelor of Public Administration program 2) to study the expectations of internal stakeholders on the performance of students in the Bachelor of Public Administration program Public Administration at Rajabhat Maha Sarakham University. The sample group in this research consisted of 295 people in agencies where Bachelor of Public Administration students received professional experience training and Bachelor of Public Administration students. There are 174 people studying in the academic year 2022.
Research tools were questionnaires. Statistics used in research were descriptive statistics, percentage values, mean, standard deviation. The research results are as follows: The competency most expected by external stakeholders is external personality. The competencies most expected by internal stakeholders are moral and ethical competencies. An important curriculum development approach is to focus on external personality development and promoting morality ethics for students.
