บทคัดย่อ

การวิจัยครั้งนี้ มีวัตถุประสงค์ ประการแรก เพื่อศึกษาเปรียบเทียบลักษณะของการปฏิสัมพันธ์ทางการเมืองระหว่างนักการเมือง
ท้องถิ่นกับประชาชนก่อนและหลังได้รับเลือกตั้งในเขตพื้นที่อำเภอเมือง จังหวัดมหาสารคามตามความคิดเห็นของประชาชน และประการ
ที่สอง เพือ่ ศึกษาเปรยี บเทยี บรูปแบบ กลยุทธ ์ และผลทีต่ ามมาจากการปฏิสัมพันธท์ างการเมืองระหวา่ งนักการเมอื งทอ้ งถิ่นกบั ประชาชน
ก่อนและหลังได้รับเลือกตั้งในเขตพื้นที่อำเภอเมือง จังหวัดมหาสารคาม เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์ การจดบันทึก
ภาคสนาม การจัดเวทีระดมความคิดเห็น การสัมภาษณ์แบบเจาะลึกเพื่อให้ได้ข้อมูลเชิงลึกจากผู้ให้ข้อมูลสำคัญ ได้แก่ นักการเมืองท้อง
ถิ่น และตัวแทนชาวบ้านในเขตพื้นที่ ผลการวิจัยพบว่า
ลักษณะการปฏิสัมพันธ์ทางการเมืองตามความคิดเห็นของประชาชนก่อนและหลังได้รับเลือกตั้งโดยภาพรวมไม่แตกต่างกัน ส่วนรูป
แบบของการปฏิสัมพันธ์ทางการเมือง นักการเมืองท้องถิ่นได้สะท้อนให้เห็นว่าก่อนได้รับเลือกตั้งใช้รูปแบบการเปิดตัวทางการเมืองการเมือง
และการหาเสียงทางการเมือง หลังได้รับเลือกตั้ง ใช้รูปแบบการทำตามบทบาทหน้าที่ที่ได้รับและการรักษาคะแนนนิยมหรือสร้างคะแนนนิยม
สำหรับกลยุทธ์ของการปฏิสัมพันธ์ทางการเมืองก่อนได้รับเลือกตั้ง จะมุ่งเน้นไปที่การได้รับเลือกตั้งจากประชาชนเป็นสำคัญ วิธี
การที่ใช้จึงเป็นการเข้าร่วมกิจกรรมในพื้นที่อย่างต่อเนื่อง การให้ความช่วยเหลือประชาชนในพื้นที่อย่างสมํ่าเสมอ การสร้างทีมงานหรือ
เครือข่ายในหมู่บ้าน การประชาสัมพันธ์ตนเองเป็นระยะ ๆ การขอคะแนนสงสาร การมีสัมมาคารวะ และอ่อนน้อมถ่อมตนต่อประชาชน
เป็นต้น แต่หลังได้รับเลือกตั้ง กลยุทธ์ที่ใช้มุ่งเน้นไปที่การทำตามบทบาทหน้าที่เป็นหลัก เช่น การทำตนให้เสมอต้นเสมอปลาย การให้
ความช่วยเหลือประชาชนในพื้นที่ การสร้างผลงานให้เป็นรูปธรรม การประชาสัมพันธ์ข้อมูลให้ประชาชนรับทราบเป็นระยะ ๆ การทำงาน
แบบมีส่วนร่วม ไม่เน้นการสั่งการ สร้างความใกล้ชิดรับรู้ปัญหา การประชาสัมพันธ์ตนเองเป็นระยะ ๆ ยึดประชาชนเป็นที่ตั้งในการ
ทำงานใช้ความอดทนในการทำงาน การรับปากไว้ก่อน ส่วนจะทำได้หรือไม่นั้น เป็นเรื่องที่จะทำในภายหลัง และใช้ประชาคมเป็นเครื่อง
มือในการแสวงหาปัญหาและจัดลำดับความสำคัญของปัญหา
จากลักษณะ รูปแบบ และกลยุทธ์ของการปฏิสัมพันธ์ทางการเมืองที่กล่าวมาข้างต้น ส่งผลให้นักการเมืองท้องถิ่นได้รับการสนับสนุนเป็นตัวแทนของประชาชนในพื้นที่ เช่น เป็นผู้บริหารท้องถิ่น และเป็นสมาชิกสภาท้องถิ่น และเป็นผู้มีบทบาทสำคัญในการพัฒนาท้องถิ่นร่วมกับประชาชนในพื้นที่

The objectives of the research were to identify forms of the political interaction between local politicians
and people before and after the election in Muang District, Maha Sarakham Province and to compare the
strategies and results from political interaction between local politicians and people before and after the
election. The data were collected from local politicians and representatives of people in community by two
sets of an interview form, field notes, and brainstorming strategy.
This research finding indicated that the opinion of people towards the political interaction between
local politicians and people before and after the election was not different. Regarding the forms of political
interaction, the study showed that local politicians conducted the political campaigns before the election,
and they took fully their responsibilities and functions after being a politician to keep their original voters.
In case of the strategies for political interaction, the politicians emphasized on needs of people in
community, and they participated continuously in social activities including assistance, building networks in
community and self promotion. The politeness and courteousness were good behaviors to promote themselves
before the election. In addition, the politicians emphasized on their responsibilities and functions after being
a politician such as keeping their normal behavior, providing assistance to people in community, performing
concrete works, conducting a regular promotion, employing a participatory approach, no directing, improving
close relationship, work for people with their patience. The politicians discovered problems from people in
community and set priority on the problems.
Regarding the strategies on political interaction, the finding indicated that the strategies affected the
political support from people in community such as local executives, local council members, and major local developers.
