การปฏิบัติงานของคณะกรรมการระดับหมู่บ้าน ภายใต้แผนยุทธศาสตร์อยู่ดีมีสุข ในเขตอำเภอเมือง จังหวัดกาฬสินธุ์ Work Performance of Village Committee under Well-Being Strategy Plan in Muang District, Kalasin Province

บทคัดย่อ

การวิจัยครั้งนี

้มีจุดมุ่งหมายเพื่อศึกษาระดับการปฏิบัติงานและเปรียบเทียบระดับการปฏิบัติงาน ตลอดทั้งข้อเสนอแนะการปฏิบัติงานของคณะกรรมการระดับหมู่บ้าน ภายใต้แผนยุทธศาสตร์อยู่ดีมีสุข อำเภอเมือง จังหวัดกาฬสินธุ์ กลุ่มตัวอย่าง
ได้แก่ คณะกรรมการระดับหมู่บ้าน จำนวน 339 คน โดยใช้วิธีการสุ่มตัวอย่างอย่างง่าย เครื่องมือที่ใช้ในการวิจัยคือแบบสอบถามแบบประมาณค่า มีที่ค่าความเชื่อมั่นเท่ากับ .8796 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบน
มาตรฐาน และ F-test (One-way ANOVA) ผลการวิจัยพบว่า
1. ระดับการปฏิบัติงานคณะกรรมการระดับหมู่บ้าน ภายใต้แผนยุทธศาสตร์อยู่ดีมีสุข อำเภอเมือง จังหวัดกาฬสินธุ์โดยรวมอยู่ในระดับมาก และเมื่อวิเคราะห์เป็นรายด้านพบว่า มีระดับการปฏิบัติงานในระดับมาก 4 ด้าน คือด้านเศรษฐกิจพอเพียง
ด้านการฟื้นฟูความอุดมสมบูรณ์ของชุมชน ด้านการสงเคราะห์ผู้ด้อยโอกาส และด้านการบริการขั้นพื้นฐานแก่ประชาชน และมีระดับการปฏิบัติงานในระดับปานกลาง 1 ด้านคือ ด้านพัฒนาและสร้างโอกาสให้ชุมชน
2. คณะกรรมการระดับหมู่บ้านที่มีตำแหน่งและสถานภาพแตกต่างกัน มีระดับการปฏิบัติงานภายใต้แผนยุทธศาสตร์อยู่ดีมีสุข โดยรวมและรายด้านไม่แตกต่างกัน
3. ข้อเสนอแนะการปฏิบัติงานของคณะกรรมการระดับหมู่บ้าน ภายใต้แผนยุทธศาสตร์อยู่ดีมีสุข ได้แก่ ควรได้ศึกษาดูงานหมู่บ้านดีเด่นที่ทำการเกษตรทฤษฎีใหม่ ควรฝึกอบรมให้ความรู้วิธีการแปรรูปสินค้าจากผลิตภัณฑ์ในท้องถิ่น ควรให้ความรู้
ในการแก้ปัญหาดินเสื่อมสภาพ และควรปรับปรุงระบบกรองประปาหมู่บ้าน
The purposes of the research were to study and compare the work performance of village
committees under well–being strategy plan in Muang district, Kalasin province including some
suggestions. The samples of the research, selected through simple random sampling technique, were
339 village committees of Muang district, Kalasin province. The research instrument was a rating scale
questionnaire with .8796 of reliability. The statistics used for analyzing the data were frequency,
percentage, mean, standard deviation, and F-test (one-way ANOVA).
The results of the research were summarized as follows:
1. The overall of the work performance of village committees under well–being strategy in
Muang district, Kalasin province was rated at a high level. Considering each aspect, the four aspects at
high level were the sufficiency economy, community prosperity restoration, inferior people assistance
and fundamental service for people. However, there was one aspect rated at a moderate level:
development and opportunity creation for the community.
2. The comparison of the work performance of village committees under well–being strategy
classified by work positions and status was not statistically different in all aspects.
3. The study also suggested that the village committees under well–being strategy should have
an educational trip at excellent villages based on the agricultural new theory. They should be trained
how to modified goods from local products. They should be learned how to solve the deterioration of
soil. The water supply filters system should be improved.
