บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์ประการแรกเพื่อศึกษาระบบการดำเนินงานดูแลช่วยเหลือนักเรียนในการป้องกันปัญหายาเสพติดของโรงเรียน และประการที่สองเพื่อสังเคราะห์รูปแบบการดำเนินงานระบบดูแลช่วยเหลือนักเรียนในการป้องกันปัญหา
ยาเสพติดของโรงเรียน สังกัดองค์การบริหารส่วนจังหวัดมหาสารคาม การวิจัยครั้งนี้ เก็บรวบรวมข้อมูลจากประชาการซึ่งเป็นข้าราชการครูสังกัดองค์การบริหารส่วนจังหวัดมหาสารคาม จำนวน 255 คน การเก็บรวบรวมข้อมูลด้วยแบบสอบถาม มีความ
เชื่อมั่นทั้งฉบับเท่ากับ 0.92 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการ
วิจัยพบว่า
1. การดำเนินงานระบบดูแลช่วยเหลือนักเรียนในการป้องกันปัญหายาเสพติดในโรงเรียนสังกัดองค์การบริหารส่วนจังหวัดมหาสารคาม จำนวน 20 โรงเรียน พบว่ามีระบบการดำเนินการประกอบด้วย การวิเคราะห์สภาพความพร้อมพื้นฐานของ
โรงเรียน จัดทำโครงการและแผนปฏิบัติงานระบบดูแลช่วยเหลือนักเรียนในการป้องกันปัญหายาเสพติดในโรงเรียน การจัดกิจกรรมเพื่อสนับสนุนให้การดำเนินงานป้องกันปัญหายาเสพติดเป็นไปอย่างมีประสิทธิภาพ ครูประจำชั้น ครูที่ปรึกษาเป็น
บุคลากรหลักทำหน้าที่ดูแลช่วยเหลือนักเรียน 5 ด้าน คือ รู้จักนักเรียนเป็นรายบุคคล การคัดกรอง ส่งเสริมและพัฒนา ป้องกันช่วยเหลือ และแก้ไข และการส่งต่อ ซึ่งเป็นการส่งนักเรียนไปให้ผู้เชี่ยวชาญเฉพาะทางหรือองค์กรที่เกี่ยวข้องได้ช่วยเหลือพัฒนา

3. รูปแบบการดำเนินงานของระบบดูแลช่วยเหลือนักเรียนในการป้องกันปัญหายาเสพติดในโรงเรียนสังกัดองค์การบริหารส่วนจังหวัดมหาสารคาม ประกอบด้วยการเตรียมการและวางแผนการดำเนินงาน การปฏิบัติตามแผน การกำกับติดตาม ประเมินผล ประชาสัมพันธ์และรายงาน และการปรับปรุงการดำเนินการให้ได้มาตรฐาน

The purposes of the present study were to study operation of student care and assistancesystem in drug problem prevention in schools under Maha Sarakham Provincial Administrative
Organization, and to synthesize the operation model of student care and assistance in drug problemprevention in schools under Maha Sarakham Provincial Administrative Organization. The researchsubjects used in this study consisted of 255 teachers who are government officials under Maha
Sarakham Provincial Administrative Organization. The instrument used for data collection was aquestionnaire with a reliability of .92. The statistics used for data analysis and interpretation were
frequency, percentage, and standard deviation.
The results of the study were as follows:
1. Operation of the student care and assistance system in drug problem prevention in 20schools under Maha Sarakham Provincial Administrative Organization was conducted in the following
stages: analyzing school readiness, making operation plans for the student care and assistance systemin drug problem prevention at schools, and organizing activities for the efficient operation of drugproblem prevention. However, for drug problem prevention at schools, classroom teachers/advisers had
to mainly perform the student care and assistance system according to 5 aspects: knowing individual
students; screening, promoting and developing; preventing, helping and correcting; and referringstudents to specialists or an organization involved so as to help develop them. The systematic andefficient operation of referral involves the processes of directing, following-up, evaluating, and reporting for development and conclusion.
2. The operation of the student care and assistance system in drug problem prevention atschools conducted by the teachers under Maha Sarakham Provincial Administrative Organization, as a
whole, in the aspects of knowing individual students, screening them, promoting and developing them,
as well as preventing, helping and correcting them was found at a high level. However, the operation in the aspect of referral was at a moderate level.
3. The operational model of the student care and assistance system in drug problemprevention at schools under Maha Sarakham Provincial Administrative Organization consisted of
preparing and planning (Plan); performing the plan (Do); directing, following, evaluating the plan(Check); publicizing and reporting the plan; as well as developing the plan to meet standards criteria
(Act).
