การวิจัยนี้มีวัตถุประสงค์ ประการแรกเพื่อศึกษาระดับการดำเนินงาน ประการที่สองเพื่อเปรียบเทียบระดับ การดำเนินงานของประชาชนระหว่าง เพศ ระดับการศึกษา และอาชีพต่างกัน และประการที่สามเพื่อศึกษาข้อเสนอแนะของประชาชนต่อ
การดำเนินงานด้านโครงสร้างพื้นฐานตามการโอนภารกิจให้แก่องค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดมหาสารคามกลุ่มตัวอย่าง คือ ประชาชนผู้มีสิทธิ์เลือกตั้งในเขตพื้นที่องค์การบริหารส่วนตำบล อำเภอเมือง จังหวัดมหาสารคาม จำนวน
398 คน สุ่มกลุ่มตัวอย่างด้วยวิธีการสุ่มตัวอย่างแบบแบ่งชั้นและอย่างมีระบบ เครื่องมือการวิจัย เป็นแบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ มีความเชื่อมั่นทั้งฉบับ .88 การวิเคราะห์ข้อมูลแสดงเป็นค่าร้อยละ ค่าเฉลี่ย ความถี่
ส่วนเบี่ยงเบนมาตรฐาน ทดสอบสมมติฐานด้วย t-test (Independent-Samples) และ F-test (One-way ANOVA) ผลการ
วิจัยพบว่า
1. การดำเนินงานด้านโครงสร้างพื้นฐานตามการโอนภารกิจให้แก่องค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัด
มหาสารคาม โดยรวมอยู่ในระดับมาก
2. การเปรียบเทียบความคิดเห็นของประชาชนต่อการดำเนินงานด้านโครงสร้างพื้นฐานตามการโอนภารกิจให้แก่
องค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดมหาสารคาม ที่จำแนกตามเพศ ระดับการศึกษา และอาชีพมี ความคิดเห็นโดยรวมแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05

The objective of this research was to analyze and compare the level of the operation for
transferred responsibilities for infrastructure of Muang sub-district administrative organization, Maha
Sarakham province regarding gender, educational background and occupation, and also to find the
suggestions for the operation of the officers in Muang sub-district administrative organization. The sample
subjects were 398 villagers who had political election right in Muang sub-district. They were selected by
stratified random sampling and systematic random sampling techniques. The research instrument was a
rating-scale questionnaire with .88 reliability value. The research statistics used were percentage, mean,
standard deviation, t-test (Independent-Samples t-test design) F-test (One-way ANOVA).
1. The finding indicated that the average level of the opinion towards the operation for the
transferred responsibilities for infrastructure was high.
2. The average opinion of the people towards the operation regarding the gender, educational
background and occupation was significantly different at the .05 level.
