การส่งเสริมศักยภาพด้านภูมิสารสนเทศสำหรับเจ้าหน้าที่สังกัดองค์กรปกครองส่วนท้องถิ่นในจังหวัดมหาสารคาม Geo-Informatics Potential Promotion for Personnel of Local AdministrativeOrganizations, MahaSalakham Province

บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์ ประการแรก เพื่อศึกษารูปแบบการส่งเสริมศักยภาพด้านภูมิสารสนเทศของบุคลากรสังกัดองค์กร
ปกครองส่วนท้องถิ่นในจังหวัดมหาสารคาม ประการที่สอง เพื่อศึกษาผลการทดลองใช้รูปแบบการส่งเสริมศักยภาพด้านภูมิสารสนเทศ
กับบุคลากรสังกัดองค์กรปกครองส่วนท้องถิ่นในจังหวัดมหาสารคาม และประการที่สาม เพื่อศึกษาผลการติดตามการใช้รูปแบบการส่ง
เสริมศักยภาพด้านภูมิสารสนเทศกับบุคลากรสังกัดองค์กรปกครองส่วนท้องถิ่นในจังหวัดมหาสารคามแบ่งการดำเนินการวิจัยออกเป็น
3 ระยะ คือ 1) ศึกษารูปแบบการส่งเสริมศักยภาพด้านภูมิสารสนเทศกลุ่มตัวอย่าง ได้แก่ เจ้าหน้าที่องค์กรปกครองส่วนท้องถิ่นใน
จังหวัดมหาสารคามที่เป็นนายช่างโยธา และเจ้าหน้าที่จัดเก็บรายได้ จำนวน 205 คน ซึ่งเลือกมาแบบเจาะจง สำหรับการศึกษาข้อมูล
เกี่ยวกับ ปัญหา และความต้องการฝึกอบรมการใช้งานภูมิสารสนเทศ นอกจากนี้มีผู้ทรงคุณวุฒิ จำนวน 8 คน สำหรับการประชุมกลุ่ม
ย่อยและผู้เชี่ยวชาญจำนวน 9 คน สำหรับการวิพากษ์รูปแบบที่พัฒนาขึ้น รูปแบบที่พัฒนาขึ้นทดลองใช้กับเจ้าหน้าที่ 34 คน 2) ศึกษา
ผลการทดลองใช้รูปแบบการส่งเสริมศักยภาพด้านภูมิสารสนเทศกลุ่มตัวอย่าง เป็นเจ้าหน้าที่ จำนวน 42 คนเลือกกลุ่มตัวอย่างแบบ
เฉพาะเจาะจง และ 3) ศึกษาผลการติดตามการใช้รูปแบบการส่งเสริมศักยภาพด้านภูมิสารสนเทศกลุ่มตัวอย่าง เป็นกลุ่มผู้บังคับบัญชา
ของกลุ่มทดลอง จำนวน 42 คน เลือกกลุ่มตัวอย่างแบบเฉพาะเจาะจงเครื่องมือที่ใช้ในการวิจัยได้แก่ แบบสอบถาม คู่มือหลักสูตรการ
ฝึกอบรม และแบบประเมิน สถิติที่ใช้ได้แก่ สถิติพื้นฐาน ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และ paired t-test ผลการวิจัยพบว่า

The objectives of this research were 1) to study a model of Geo-Informatics potential promotion for
personnel of Local Administrative Organizations in MahaSarakham province, 2) to study the results of
implementing the model of Geo-Informatics potential promotion with these personnel, and 3) to study the result
of follow-up implementation of the developed model of Geo-informatics potential promotion. The research
was divided into 3 phases. Phase 1 was studying a model of Geo-Informatics potential promotion for personnel
of local administrative organizations in MahaSarakham Province. The sample consisted of 205 purposively
selected civil engineers and tax-collectors for studying problems and training needs for using Geo-Informatics.
Also, 8 specialists and 9 experts participated in small- group discussion and critiques of the developed model,
respectively. The developed model was tried out with 34 civil engineers and tax-collectors. Phase 2 was
studying the results of implementing the developed model with 42 purposively selected civil engineers and
tax-collectors. And Phase 3 was studying the results of following up implementation of the developed
model of Geo-informatics potential promotion. The sample consisted of 42 purposively selected heads of
civil engineers and tax-collectors. The research instruments were a questionnaire, a handbook of training
curriculum, and an evaluation form. The statistics used for data analyses were mean, standard deviation and
paired t-test.
