บทคัดย่อ

การวิจัยในครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาคุณลักษณะที่พึงประสงค์ของผู้บริหารสถานศึกษาในทศวรรษที่ 2560 ตามความคิด
เห็นของบุคลากรทางการศึกษา สังกัดองค์การบริหารส่วนจังหวัดมหาสารคาม และศึกษาข้อเสนอแนะเกี่ยวกับคุณลักษณะที่พึงประสงค์
ของผู้บริหารสถานศึกษาในทศวรรษที่ 2560 สังกัดองค์การบริหารส่วนจังหวัดมหาสารคาม ประชากรได้แก่ ประธานคณะกรรมการศึกษา
ขั้นพื้นฐาน ผู้บริหารสถานศึกษา และ กรรมการสถานศึกษาขั้นพื้นฐาน รวมทั้งสิ้น 252 คน เครื่องมือที่ใช้ในการรวบรวมข้อมูล คือ
แบบสอบถามและแบบสัมภาษณ์ 9 ด้าน ได้แก่ ด้านความสามารถในการบริหารงาน ด้านวิสัยทัศน์ ด้านบุคลิกภาพ ด้านมนุษย์สัมพันธ์
ด้านการตัดสินใจ ด้านการประสานงาน ด้านการติดต่อสื่อสาร ด้านเทคโนโลยีสารสนเทศ และ ด้านคุณธรรมจริยธรรม มีค่าความเชื่อ
มั่นของแบบ สอบถามเท่ากับ 0.96 สถิติที่ใช้ในการวิเคราะห์ คือ ร้อยละ ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า
ผลการวิเคราะห์คุณลักษณะที่พึงประสงค์ของผู้บริหารสถานศึกษาในทศวรรษที่ 2560 ตามความคิดเห็นของบุคลากรทาง
การศึกษา สังกัดองคก์ ารบริหารสว่ นจังหวัดมหาสารคาม พบวา่ ระดับความคิดเห็นอยใู่ นระดับมากที่สุด จำนวน 5 ดา้ น และอยใู่ นระดับ
มาก จำนวน 4 ด้าน โดยภาพรวมมีความคิดเห็นอยู่ในระดับมาก และเมื่อพิจารณาเป็นรายด้าน เรียงลำดับจากค่าเฉลี่ยมากไปน้อย 3
ลำดับแรกได้แก่ ด้านการตัดสินใจ รองลงมาคือ ด้านมนุษยสัมพันธ์ และด้านความสามารถในการบริหาร ตามลำดับ ส่วนด้านที่มีค่า
เฉลี่ยน้อยที่สุด คือ ด้านวิสัยทัศน์

This research aimed to identify the desirable characteristics of the school administrator for the period
2008-2017 based upon the opinion of educational personnel under provincial administration organization and
to study some suggestions regarding the qualities and characteristics were considered and examined. A
total of 252 subjects were taken from the leader of basic educational committees, school administrators, and 

basic educational committees. The instruments consisted of nine aspects of an interview form and a range
of questionnaire with 0.96 of reliability. These included the following: administration ability, vision, personality,
public relations, decision making, cooperation, communication, information technology and virtues and
moralities. The statistics engaged for analyzing the data was percentage, mean and standard deviation.
The results of the research were as follows:
The overall desirable characteristics of the school administrator during the periods 2008-2017
based upon the interviews and questionnaire was rated at a high level Considering each aspect, it was shown
difference from high to low : decision making human relations and administration ability
