บทคัดย่อ

แนวทางการสร้างกรอบแนวคิดการวิจัยทางรัฐประศาสนศาสตร์ ก่อนอื่นนั้นจำเป็นต้องเริ่มต้นที่กระบวนการค้นคว้าเอกสาร ตำรา ฯลฯ ซึ่งจะอยู่ในลักษณะที่มีความสัมพันธ์กัน โดยกระบวนการดังกล่าวเป็นการศึกษาแนวคิด (Concept) ทฤษฎี (Theory) และหลักการ (Principles) เป็นการทบทวนวรรณกรรม (Related Literature) หรือเรารู้จักกันทั่วไปคือการทบทวนเอกสารงานวิจัยที่เกี่ยวข้อง (Documents Related Research) ส่วนมากมักจะอยู่ในบทที่ 2 ของการวิจัย อันนำมาสู่การสร้างกำหนดกรอบแนวคิดในการวิจัย  ให้เห็นถึงความสัมพันธ์ระหว่างตัวแปร (Variable) ได้ชัดเจน แต่ทว่ากรอบแนวคิดการวิจัยไม่ใช่ข้อสรุปของการวิจัย แต่เป็นเพียงแนวทางในการแสวงหาข้อมูลหรือคำอธิบายเพื่อให้เกิดความเป็นไปได้ในการที่จะวิเคราะห์หาข้อสรุป แม้การมีกรอบแนวคิดการวิจัยจะมีประโยชน์อยู่มาก แต่การมีกรอบแนวคิดการวิจัยก็อาจเป็นข้อจำกัดในการทำความเข้าใจปรากฏการณ์ทางสังคมต่างๆ ได้เช่นกัน หากการกำหนดกรอบแนวคิดนั้นไม่รัดกุม หรือเป็นกรอบแนวคิดที่ไม่สมเหตุสมผล นั่นหมายความว่า การทำความเข้าใจกับสิ่งที่ต้องการศึกษา หรือการอธิบายตัวแปรตาม (Dependent Variable) โดยใช้ตัวแปรอิสระ (Independent Variable) ที่กำหนดไว้นั้น อาจจะขาดประสิทธิภาพ ไม่สมเหตุสมผลหรือไม่มีน้ำหนักในการอธิบายที่น่าพอใจนัก  เนื่องจากนักวิจัยจะมองไม่เห็นหรือไม่ให้ความสำคัญกับตัวแปรอิสระอื่นๆ ซึ่งอยู่นอกกรอบแนวคิดที่กำหนดไว้

Guidelines for Establishing the Research Conceptual Framework of Public Administration. First of all it is necessary to begin the process of researching the documents, text book, etc. Which is in nature a relationship. By processes such is  study concept, theory and principles, It is documents related research. Most prefer to stay in Chapter 2 of the research. Led to the creation of a framework to define research. Makes clear the relationship between variables. But the conceptual framework of the research is not conclusive research. But the only way to seek information or explanation for the possibility in the analysis conclusions. Even the concept of research is very useful. But the concept of research, it may be a limitation in understanding social phenomena as well, If the conceptual framework is weak or is framework that does not make sense. That means, understanding with things like education or explaining  variables, by use the independent variables, defined, it may be ineffective, Not reasonable or no weight in explaining unsatisfactory. the researchers are not visible or are not paying attention with other variables. Which is outside the framework defined.
