บทคัดย่อ
บทความวิชาการนี้มีวัตถุประสงค์เพื่อชี้ให้เห็นถึงความสำคัญในการศึกษาเปรียบเทียบ การจัดทำกฎหมายและข้อบังคับใช้สำหรับการบรรทุกสินค้าอันตรายภายในประเทศไทย และในกลุ่มประเทศ CLMVT ตามความตกลงในอนุภูมิภาคแม่น้ำโขงให้สามารถตอบสนองต่อแผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ ฉบับที่ 12 (พ.ศ. 2560-2564) สอดรับกับกรอบยุทธศาสตร์ชาติระยะ 20 ปี (พ.ศ. 2560-2579) ซึ่งจะนำไปสู่การพัฒนาให้คนไทยมีความสุข และตอบสนองต่อการบรรลุซึ่งผลประโยชน์แห่งชาติ ในการที่จะพัฒนาคุณภาพชีวิต สร้างรายได้ระดับสูง และสร้างความสุขของคนไทย สังคมมีความมั่นคง เสมอภาคและเป็นธรรม ประเทศสามารถแข่งขันได้ในระบบเศรษฐกิจ ในศตวรรษที่ 21 ได้อย่างมั่นคง มั่งคั่ง และยั่งยืน
