Development of a Training Curriculum Based on Professional Learning Community to Enhance Competency in Research and Development of Instructional Innovation for English Teachers at Savannakhet University in Lao Peoples’ Democratic Republic

Abstract
The purposes of this research and development were 1) to examine the components and indicators of competency in research and development of the instructional innovation (RDoII) for English teachers in higher education in Lao PDR, 2) to explore the need for developing competencies in research and development of instructional innovation 3) to develop a training curriculum based on professional learning community to enhance English teachers’ competency in RDoII in higher education in Lao PDR, and 4) to examine the effects after the intervention. The sample consisted of 13 volunteered English teachers at Savannakhet University in Lao PDR in the first semester of the 2022 academic year. The instruments included a training curriculum, training management plans, competency test forms on knowledge, skills, and attributes, and a student satisfaction form. Statistics for data collection were frequency, percentage, means, standard deviation, dependent samples t-test, and one sample t-test. The findings were as follows: 1) The teachers’ competency in RDoII comprised 3 main components with 19 subcomponents and 61 indicators, with the highest level of appropriateness achieving an average score of 4.74, 2) The training curriculum confirmed its appropriateness of all aspects overall at the highest level with mean of 4.75, and 3) the effects after the intervention revealed that teachers’ competency regarding knowledge and skills were higher than that of before intervention and the preset criterion of 70 percent at the .01 level of significance, and their attributes competency was higher than that before intervention at the .01 level of significance. The teachers also expressed their satisfaction with the training curriculum at the highest level.
