A Management Guideline for Improving the Efficiency of Educational Measurement and Evaluation of Schools in the Sri Burapha Network Group, Muang District, under the Office of Chiang Mai Primary Educational Service Area 1

Abstract
The objectives of this study were to 1) study the management of educational measurement and evaluation of schools in the Sri Burapha network group, 2) study the management of educational measurement and evaluation of the best practice school, and 3) develop a management guideline for improving the efficiency of educational measurement and evaluation of schools in the Sri Burapha Network Group. The key informants consisted of 3 groups including 1) 110 teachers and 20 measurement and evaluation personnels, 2) 5 administrators and teachers, and 3) 7 experts. The research tools used include questionnaires, semi-structured interviews, and evaluation forms of appropriateness and feasibility. The research results showed that 1) there was a low level of administrative management for educational measurement and evaluation of schools in the Sri Burapha network group. 2) administrators from the best practice school support teachers in exchanging their knowledge of measurement and evaluation. Administrators also use the PAOR quality cycle to improve the educational measurement and evaluation of teachers, and 3) the SBP should be considered as essential characteristics for administrators in the Sri Burapha network group, including smart, build relationships, and professional for improving the efficiency of educational measurement and evaluation. Administrators should use the PAOR quality cycle in managing educational measurement and evaluation and support teachers in learning together through professional learning communities (PLC). Lastly, evaluation results of the developed guidelines revealed the appropriateness and feasibility of the guidelines at the highest level.
