บทคัดย่อ

การศึกษาการพัฒนาศักยภาพและเพิ่มขีดความสามารถผู้พิการผ่านการศึกษาต่อเนื่องมีวัตถุประสงค์เพื่อ          1. สำรวจจำนวนคนพิการที่มีศักยภาพและความต้องการทำงานในเขตพื้นที่ภาคเหนือตอนล่าง 9 จังหวัด         2. สำรวจสถานประกอบการในเขตพื้นที่ภาคเหนือตอนล่างที่มีผู้พิการทำงาน ศักยภาพในการปฏิบัติงานของแรงงานผู้พิการ และความต้องการในการพัฒนาศักยภาพของแรงงานผู้พิการ 3. สำรวจความต้องการของสถานประกอบการขนาดเล็กในเขตพื้นที่ภาคเหนือตอนล่างที่ยังไม่มีลูกจ้าง ผู้พิการ ว่ามีความต้องการลูกจ้างผู้พิการหรือไม่ และสมรรถนะของลูกจ้างผู้พิการที่ผู้ประกอบการต้องการ และ 4. เพื่อจัดทำหลักสูตรอบรมเชิงปฏิบัติการ ในหัวข้อ “การเตรียมความพร้อมคนพิการเพื่อเข้าสู่ตลาดแรงงาน” และ “การเพิ่มศักยภาพผู้พิการที่ปฏิบัติงานอยู่แล้ว” เพื่อป้อนผู้พิการเข้าทำงานในสถานประกอบการ สำหรับการวิจัยครั้งนี้ ใช้การวิจัยรูปแบบผสมผสานประกอบด้วย วิธีการวิจัยเอกสาร (Documentary Research) การวิจัยเชิงคุณภาพ (Qualitative Research) และการวิจัยเชิงปฏิบัติการ (Action Research) กับกลุ่มเป้าหมายประกอบด้วย สถานประกอบการที่มีการจ้างงานลูกจ้างผู้พิการ ลูกจ้างผู้พิการที่ทำงานอยู่ในสถานประกอบการนั้น และสถานประกอบขนาดเล็กที่มีลูกจ้างตั้งแต่ 50-99 คน ในเขตพื้นที่ 9 จังหวัดภาคเหนือตอนล่าง ได้แก่ อุทัยธานี นครสวรรค์ ตาก กำแพงเพชร พิจิตร พิษณุโลก สุโขทัย เพชรบูรณ์ และอุตรดิตถ์ ผลจากการศึกษา พบว่า 1. ผู้พิการที่มีศักยภาพและมีความต้องการทำงานในเขตพื้นที่ภาคเหนือตอนล่าง 9 จังหวัด ผู้พิการที่อยู่ในจังหวัดพิษณุโลกมีความต้องการที่จะทำงานมากเป็นอันดับหนึ่ง รองลงมาคือ ผู้พิการที่อยู่ในจังหวัดพิจิตร อุทัยธานี อุตรดิตถ์ เพชรบูรณ์ กำแพงเพชร ตาก สุโขทัย และนครสวรรค์ ตามลำดับ และเมื่อพิจารณาถึงศักยภาพการทำงานตามสภาพความบกพร่องทางร่างกาย พบว่า2. ผู้พิการประเภททางการเคลื่อนไหวหรือทางร่างกายมีความต้องการทำงานมากเป็นอันดับหนึ่ง รองลงมาคือ   ผู้พิการทางการได้ยินหรือสื่อความหมาย ทางการมองเห็น ทางสติปัญญา ทางจิตใจหรือพฤติกรรม ทางการเรียนรู้ พิการซ้ำซ้อน และทางออทิสติก ตามลำดับ ผลจากการสำรวจสถานประกอบการที่มีการจ้างงานลูกจ้าง  ผู้พิการ ลูกจ้างผู้พิการที่ทำงานอยู่ในสถานประกอบการและสถานประกอบการขนาดเล็ก พบว่า 3. มีความต้องการแรงงานผู้พิการต้องมีความรู้และทักษะในการใช้เทคโนโลยีสารสนเทศเพื่อการทำงาน ทักษะการสื่อสารติดต่อประสานงาน การสร้างมนุษยสัมพันธ์และการปรับตัวทางสังคม ความสามารถในการดูแลตนเอง และความสามารถในการแสวงหาข้อมูลเพื่อการคิดและตัดสินใจ และ4. ผลจากการสำรวจสามารถนำมาสังเคราะห์เพื่อจัดทำหลักสูตรอบรมเชิงปฏิบัติการ ในหัวข้อ “การเตรียมความพร้อมคนพิการเพื่อเข้าสู่ตลาดแรงงาน” และ “การเพิ่มศักยภาพผู้พิการที่ปฏิบัติงานอยู่แล้ว” เพื่อป้อนผู้พิการเข้าทำงานในสถานประกอบการ ประกอบด้วย การตรียมตัวเพื่อการทำงาน เทคโนโลยีสารสนเทศเพื่อการทำงาน การประสานงาน การสื่อสารและจิตวิทยาในการทำงาน และเปลี่ยนภาระให้เป็นพลัง ซึ่งหลักสูตรดังกล่าวจะเป็นการช่วยเสริมสร้างและพัฒนาทักษะของผู้พิการทั้งทักษะการทำงาน และทักษะการใช้ชีวิต

The Study Capacity Building and Empowering of the Disabled Through Continuing Education

ABSTRACT

Study capacity building and empowering of the disabled through continuing education. Objective 1. Explore the potential of people with disabilities and work in the area of the Lower North Part of Thailand in nine provinces. 2. Surveys in the area of the Lower North Part of Thailand with disabilities work. The potential for the performance of disabled workers. And the need to develop the potential of disabled workers. 3. Surveys the needs of small enterprises in the area of the Lower North Part of Thailand which also has not  a disabled employee, And competencies of disabilities employed entrepreneurs configuration. 4. The curriculum workshop on "preparing people to enter the labor market" and "Empowering of the disabled worker " to enter the disabled to work in the establishment. For this research, combination composed. Documentary Research, Qualitative Research and Action Research with target group the establishments that are hiring disabilities workers. Disabled employees working in the establishments and small enterprises that have employed 50-99 in nine provinces of the Lower North Part of Thailand (Uthai Thani, Nakhon Sawan, Tak, Kamphaeng Phet, Phichit, Phitsanulok, Sukhothai, Phetchaboon and Uttaradit) The study found that 1. people with disabilities have the potential and desire to work nine provinces of the Lower North Part of Thailand, in Phitsanulok, there needs to be a lot of work is number one, followed by the disabled address in Uttaradit, Phetchabun, Uthai Thani, Phichit, Sukhothai, Tak, Kamphaeng Phet and Tak, respectively. Considering the performance based on disabilities condition found that 2. the type of movement or physical disabilities have a lot of work needs to be number one. Followed by the hearing impaired or meaningful. Visually impaired cognitive, psychological or behavioral. Learning disability, redundancy and autism, respectively. Results from a survey of establishments that are hiring workers with disabilities. Found that 3. the demand for workers with disabilities must have the knowledge and skills to use information technology to work. Communication skills to liaise and social adjustment. The ability to self-care and the ability to seek information, to think and make decisions. And 4. The results of the survey can be synthesized for Curriculum Workshop on "prepare people to enter the labor market" and "Empowering the disabled worker" to enter the disabled to work in right position. the preparing for the work, Information technology for work coordination, communication and psychology at work. And shift the burden to the be a power. This course will help strengthen and develop the skills of people with disabilities. And life skills.
