การวิจัยเชิงปฏิบัติการแบบมีส่วนร่วมของชุมชนในการจัดการสิ่งแวดล้อมเมืองการค้าชายแดนแม่สอด อำเภอแม่สอด จังหวัดตาก

Abstract

บทคัดย่อ

การวิจัยมีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพเศรษฐกิจทั่วไป บริบทเมืองการค้าชายแดนแม่สอด และเทศบาลเมืองแม่สอด 2) เพื่อศึกษาการจัดการสิ่งแวดล้อมแบบมีส่วนร่วมของชุมชนในเขตเทศบาลเมืองแม่สอด และ 3) เพื่อศึกษาปัญหา และอุปสรรคในการจัดการสิ่งแวดล้อมของชุมชนในเขตเทศบาลเมืองแม่สอด อำเภอแม่สอด จังหวัดตาก ซึ่งผู้ให้ข้อมูลในการวิจัยครั้งนี้แบ่งเป็นสามกลุ่ม คือ กลุ่มที่หนึ่งเป็นกลุ่มตัวอย่างที่เป็นประชากรเมืองการค้าชายแดนแม่สอด จำนวน 400 ตัวอย่าง กลุ่มที่สองเป็นกลุ่มตัวอย่างที่เป็นประชากรในเขตเทศบาลเมืองแม่สอด จำนวน 400 ตัวอย่าง กลุ่มที่สามเป็นกลุ่มประชากรที่ร่วมในการจัดเวทีชาวบ้าน จำนวน 10 ครั้ง ทั้งหมด 20 ชุมชน ประกอบด้วยประธานชุมชน ตัวแทนประชากรในชุมชน ตัวแทนสมาชิกสภาเทศบาลเมืองแม่สอด และตัวแทนเจ้าหน้าที่สำนักงานเทศบาลเมือแม่สอด โดยใช้วิธีการวิเคราะห์ข้อมูลเชิงพรรณนา เชิงปริมาณ และเชิงคุณภาพ ค่าทางสถิติที่ใช้ ได้แก่ ค่าเฉลี่ย และค่าร้อยละ

ผลการศึกษาความคิดเห็นของประชากรเมืองการค้าชายแดนแม่สอดและประชากรเทศบาลเมืองแม่สอด ต่อความต้องการมีส่วนร่วมในการจัดการสิ่งแวดล้อมผ่านกลุ่มตัวอย่าง พบว่า ส่วนใหญ่ต้องการมีส่วนร่วมในการจัดการสิ่งแวดล้อม คิดเป็นร้อยละ 81.25 และ 91.80

ด้านรูปแบบการมีส่วนร่วมในการจัดการสิ่งแวดล้อมของประชากรเมืองการค้าชายแดนแม่สอด พบว่า รูปแบบการมีส่วนร่วมที่ต้องการ คือ การที่สมาชิกในชุมชนร่วมกันสร้างขบวนการการจัดการสิ่งแวดล้อม โดยชุมชนเพื่อชุมชน และร่วมสร้างระเบียบ ข้อบังคับขึ้นมาเพื่อควบคุมสมาชิกในชุมชน โดยเทศบาลหรือองค์กรปกครองส่วนท้องถิ่นสนับสนุนปัจจัยต่าง ๆ ในการดำเนินการ ซึ่งสอดคล้องกับแนวคิดรูปแบบการมีส่วนร่วมในการจัดการสิ่งแวดล้อมของประชากรเทศบาลเมืองแม่สอดผ่านกลุ่มตัวอย่างและการจัดเวทีสัมมนาในชุมชน พบว่า รูปแบบการจัดการสิ่งแวดล้อมที่ต้องการ คือ การที่สมาชิกในชุมชนร่วมกันสร้างขบวนการการจัดการสิ่งแวดล้อม โดยชุมชนเพื่อชุมชน และร่วมสร้างระเบียบ ข้อบังคับขึ้นมาเพื่อควบคุมสมาชิกในชุมชน และมีการเชื่อมโยงระหว่างชุมชนในเขตเทศบาลเมืองแม่สอด นอกเขตเทศบาล รวมถึงภาครัฐและภาคเอกชนทั้งในและนอกเขตเทศบาล โดยเทศบาลเมืองแม่สอดเป็นผู้ให้การสนับสนุนปัจจัยต่าง ๆ ในการดำเนินการ

ABSTRACT

The study aimed at investigating 1) the economic profile in the context of Mae Sod border trade and Muang Mae Sod Municipality 2) the environmental management with the communities’ participation in Muang Mae Sod Municipality and 3) problems and obstacles of the environmental management of the communities in Muang Mae Sod Municipality of Mae Sod District in Tak Province.  Data gathered in this study was provided by three sample groups – 400 samples singled out from Mae Sod Border Trade, 400 samples singled out from Muang Mae Sod Municipality, and samples of communities’ leaders as well as the representatives from 20 communities, the representatives of Muang Mae Sod Municipal Administration Office and Muang Mae Sod Municipal officers participating in 20 sessions of group discussion. The data derived was descriptively quantitatively and qualitatively analyzed; means and percentage were applicable for the purpose.

The results showed that the Mae Sod border trade town and Muang Mae Sod Municipality people’s opinions on their needs of environmental management participation were quantitatively quoted at 81.25% and 91.80%.

As for their environmental management participatory patterns, the community’s members should have a part to play in creating the environment management process for the community. In other words, they should have a part to play in creating regulations applicable for the communities while the local administrating bodies should provide supports for the implementation. The initiation was in accordance with the group discussions held in the communities; the communities’ members should have a part to play when handling the environmental management with the regulations they made.  The connection should be made among communities in Muang Mae Sod Municipality and beyond. The public and private sectors inside and outside the municipality should join in the activities concerned and with the supports from Muang Mae Sod Municipality.
