Abstract

บทคัดย่อ

การประเมินครั้งนี้ มีวัตถุประสงค์เพื่อ 1) ประเมินและ 2) จัดทำแนวทางพัฒนาการดำเนินงานระบบหลักประกันสุขภาพ หรือกองทุนหลักประกันสุขภาพท้องถิ่น เทศบาลเมืองกำแพงเพชร  ตามวัตถุประสงค์ข้อที่ 1  แหล่งข้อมูลที่ใช้ในการประเมิน ได้แก่ คณะกรรมการบริหารระบบหลักประกันสุขภาพ หรือกองทุนหลักประกันสุขภาพท้องถิ่น เทศบาลเมืองกำแพงเพชร  จำนวน  25 คนและ กลุ่มเป้าหมาย 5 กลุ่ม ได้แก่ กลุ่มแม่และเด็ก กลุ่มผู้สูงอายุ กลุ่มผู้พิการ กลุ่มผู้ประกอบอาชีพที่มีความเสี่ยงต่อสุขภาพ และกลุ่มผู้ป่วยเรื้อรัง จำนวน 357 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถาม  สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ค่าความเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา ตามวัตถุประสงค์ข้อที่ 2 แหล่งข้อมูลที่ใช้ในการจัดทำแนวทางพัฒนา ได้แก่ ตัวแทนคณะกรรมการบริหารระบบหลักประกันสุขภาพ หรือกองทุนหลักประกันสุขภาพท้องถิ่น เทศบาลเมืองกำแพงเพชร 2 คน และตัวแทนประชาชนกลุ่มเป้าหมาย 10 คน  เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลใช้การสนทนากลุ่ม วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา ผลการประเมินความเหมาะสมของปัจจัยเบื้องต้น  พบว่า มีความเหมาะสมในด้านงบประมาณ   ผลการประเมินความเหมาะสมของกระบวนการ พบว่า ที่มีความพึงพอใจต่อการเข้ารับบริการด้านการส่งเสริมสุขภาพ ป้องกันโรคและการฟื้นฟูสภาพ  แนวทางพัฒนาการดำเนินงานระบบหลักประกันสุขภาพ หรือกองทุนหลักประกันสุขภาพท้องถิ่น เทศบาลเมืองกำแพงเพชร โดยแยกเป็น 2  ด้าน คือ  ด้านปัจจัยเบื้องต้น ได้แก่ ควรจัดให้คณะกรรมการบริหารไปศึกษาดูงานการดำเนินงานระบบหลักประกันสุขภาพ หรือกองทุนหลักประกันสุขภาพท้องถิ่น ที่ประสบความสำเร็จในการบริหารระบบหลักประกันสุขภาพ และจัดอบรมสร้างความรู้ ความเข้าใจและเพิ่มทักษะคณะกรรมการบริหาร โดยวิทยากรเฉพาะที่มีความเชี่ยวชาญ   และด้านกระบวนการ ได้แก่  ควรมีการประชุมวางแผนการดำเนินงานทุกเดือนอย่างต่อเนื่อง และ ควรมีการจัดทำประชาคมในแต่ละชุมชน เพื่อให้ทราบปัญหาด้านสาธารณสุขและความต้องการของประชาชน

ABSTRACT

The purposes of  this research were to evaluate health and find the guidance to develop  health insurance of insurance’s system or local health insurance of  Kamphaeng Phet  municipality Kamphaeng Phet province. To deal with the first purpose, the respondents  consisted of 25 administration committees of health insurance’s system in Kamphaeng Phet  municipality and 357 people in five groups which consisted of a group of mother and children,  a group of elderly people, a group of disabled people, a group of risky health vocation, and  a  group of patients with chronic illness. The research instrument was a questionnaire. The data  were  analyzed using the percentage, the mean, the standard deviation and the content  analysis. To deal with the second purpose, the respondents consisted of 2 representative of  administrative committees of health and 10 representatives in 5 target groups. The research  instrument  was a focus group discussion. The data were analyzed using the content analysis. The research findings were as follows to the assessment of input health insurance’s revealed  that the administrative committees, the assessment of process revealed that the performance  was appropriate and the assessment of process revealed that the appreciation of mother and  children group was at the high level. The guidance to develop health insurance’s system or  local health insurance of Kamphaeng Phet municipality, Kamphaeng Phet  province were as  follows: For input, the guidance consisted of administrative committees should be allowed to  study at successful organization in health insurance and administrative committees should be  trained to increase their knowledge and administrative skills. and for process the guidance  consisted of monthly meeting should be continuous and each community should set public  hearing.
