การพัฒนาระบบการบริหารงานประกันคุณภาพการศึกษาด้านการวิจัย ของมหาวิทยาลัยราชภัฏจันทรเกษม

บทคัดย่อ

งานวิจัยนี้มีวัตถุประสงค์เพื่อ 1. ศึกษาการบริหารงานประกันคุณภาพการศึกษาด้านการวิจัยมหาวิทยาลัยราชภัฏ  2. พัฒนาแนวทางการปฏิบัติที่ดีในการบริหารงานประกันคุณภาพการศึกษาด้านการวิจัยของมหาวิทยาลัย             ราชภัฏจันทรเกษม ผู้ให้ข้อมูลคือ ผู้บริหาร และผู้รับผิดชอบ ของมหาวิทยาลัยราชภัฏในกรุงเทพมหานคร จำนวน 16 คน และมหาวิทยาลัยราชภัฏในต่างจังหวัด จำนวน 12 คน คัดเลือกจากมหาวิทยาลัยราชภัฏที่มีงบประมาณด้านการวิจัยสูงที่สุด เครื่องมือที่ใช้ คือ แบบสัมภาษณ์  วิเคราะห์ข้อมูลโดยการจำแนกและจัดระบบข้อมูล ผลการวิจัย 1) การบริหารงานประกันคุณภาพการศึกษาด้านการวิจัยของมหาวิทยาลัยราชภัฏมีการกำหนดนโยบายให้อาจารย์ทุกคนทำงานวิจัย มีเครือข่ายการวิจัยทั้งภายในและภายนอก มีระบบสารสนเทศเพื่อรองรับงานวิจัย ส่วนการเผยแพร่และการนำไปใช้ประโยชน์ มีหน่วยงานสำหรับช่วยนักวิจัยเผยแพร่ผลงานการวิจัยโดยเฉพาะ และมีวารสารอยู่ในฐาน TCI  มีประกาศให้ทุนสนับสนุนการตีพิมพ์ รางวัลการตีพิมพ์บทความ การนำเสนอผลงานวิชาการระดับชาติและนานาชาติ การส่งเสริมการจดสิทธิบัตร/อนุสิทธิบัตร และ   มีการให้บริการทางวิชาการด้านการวิจัยกับองค์กรส่วนท้องถิ่น 2) แนวทางการปฏิบัติที่ดีในการบริหารงานประกันคุณภาพการศึกษาด้านการวิจัย ควรทำการปรับปรุงข้อบังคับ และระเบียบต่างๆ พัฒนาฐานข้อมูลด้านการวิจัย มีการส่งเสริมให้อาจารย์ส่งผลงานวิจัยสำหรับการขอทุนภายนอก มีการกำหนดแนวทางการวิจัยมุ่งเป้าการพัฒนาวารสารจันทรเกษมสารให้อยู่ในฐาน TCI กลุ่ม 1 และพัฒนาให้มีค่า impact factor การพัฒนาให้เกิดส่วนงานการเผยแพร่ ลิขสิทธิ์ การจดสิทธิบัตร/ อนุสิทธิบัตร การนำผลงานไปใช้ในเชิงพาณิชย์

The Development Quality Assurance Management Systems in Research of Chandrakasem Rajabhat University

ABSTRACT

The purposes of this research were to: 1. study the quality assurance in education management system of the academic research of Chandrakasem Rajabhat University.                2. develop the appropriate procedure in managing the quality assurance system in conducting academic research of Chandrakasem Rajabhat University. The sample of this research was collected from 16 people in the Board of Directors and the undertaker of Provincial Rajabhat University as well as 12 people which was selected from the highest revenue in the research of Rajabhat University. The data collection was conducted by interview. The data were analyzed by typology and taxonomy research information data. The results of the study as follows: 1) The quality assurance in education management system of the academic research  set up the regulations and policies for supporting the lectures to conduct the internal and external research in order to encourage the information system in the  academic research. In term of the research publication, the organization in the university supported the researchers to present and publish the research in Thai-Journal Citation Index Center (TCI). In addition, the university provided the scholarships for supporting the educators to publish the research in the journal article as well as the national and international journal. Furthermore, the university assisted the researchers to register the patent and had the academic service with the Local Administrative Organization. 2) The appropriate procedure in managing the quality assurance system in conducting academic research found that the regulation and the policy should be improved in developing the research’s information. The university supported the lecturers into submission the external scholarship as well as set the guideline for the Target Research Initiatives.  Moreover, the university encouraged the Chandrakasem Journal to be in Thai-Journal Citation Index Center (TCI) Base 1 and developed Journal Impact Factor in publishing, registering the copyright and patent in the commercial section.
