การพัฒนาหลักนิยมทางทหารว่าด้วยสมรรถนะการปฏิบัติงานของชุดปฏิบัติงานด้านกิจการ พลเรือนในพื้นที่ชายแดน กองทัพภาคที่ 3

การวิจัยครั้งนี้ เพื่อพัฒนาหลักนิยมทางทหารว่าด้วยสมรรถนะการปฏิบัติงานของชุดปฏิบัติงาน ด้านกิจการ
พลเรือน ในพื้นที่ชายแดน กองทัพภาคที่ 3  โดยมีวิธีการดำเนินการวิจัย 3 ขั้นตอน คือ ขั้นตอนที่ 1 การศึกษาและวิเคราะห์สมรรถนะการปฏิบัติงานและโครงสร้างของชุดปฏิบัติงานด้านกิจการพลเรือน ในพื้นที่ชายแดน กองทัพภาคที่ 3  ขั้นตอนที่ 2 การสร้างและตรวจสอบหลักนิยมทางทหารว่าด้วยสมรรถนะการปฏิบัติงานของชุดปฏิบัติงานด้านกิจการพลเรือน ในพื้นที่ชายแดน กองทัพภาคที่ 3  และขั้นตอนที่ 3 การประเมินหลักนิยมทางทหารในส่วนของโครงสร้างและสมรรถนะของชุดปฏิบัติงานด้านกิจการพลเรือน ในพื้นที่ชายแดนกองทัพภาคที่ 3 ผลการวิจัยพบว่า 1) สมรรถนะของชุดปฏิบัติงานด้านกิจการพลเรือนในพื้นที่ชายแดนกองทัพภาคที่ 3 ประกอบด้วย 3 ด้าน ได้แก่ ด้านความรู้ ด้านทักษะ และด้านคุณลักษณะ 2) หลักนิยมทางทหารว่าด้วยสมรรถนะการปฏิบัติงานของชุดปฏิบัติงานด้านกิจการพลเรือน ในพื้นที่ชายแดน กองทัพภาคที่ 3 ประกอบไปด้วย (2.1) สมรรถนะ 3 ด้าน ได้แก่ สมรรถนะด้านความรู้ จำนวน 39 ข้อ สมรรถนะด้านทักษะ จำนวน 41 ข้อ สมรรถนะด้านคุณลักษณะ จำนวน 20 ข้อ (2.2) โครงสร้างชุดปฏิบัติงาน จำนวน 26 อัตรา ประกอบด้วย นายทหารสัญญาบัตร จำนวน 2 นาย นายทหารประทวน จำนวน 17 นาย และพลทหาร จำนวน 7 นาย โดยจำแนกเป็น 4 ส่วน ได้แก่ ส่วนกองบังคับการชุด จำนวน 4 นาย ส่วนพัฒนา จำนวน 12 นาย ส่วนเตรียมการ วิเคราะห์ข้อมูล ผลิตข้อมูล จำนวน 4 นาย และส่วนสนับสนุน จำนวน 6 นาย ซึ่งแต่ละตำแหน่งจะมีสมรรถนะทั้ง 3 ด้านแตกต่างกันไปตามหน้าที่และความเหมาะสม 3) ผลการประเมินหลักนิยมทางทหารว่าด้วยสมรรถนะการปฏิบัติงานของชุดปฏิบัติงานด้านกิจการพลเรือน ในพื้นที่ชายแดน กองทัพภาคที่ 3 พบว่า โดยภาพรวมมีความเป็นประโยชน์และความเป็นไปได้อยู่ในระดับมากที่สุด

The Doctrine’s Development on the Civil Military Operation Team’s
Competencies for the Border of 3^rd Army Area

ABSTRACT

This research focuses on the doctrine’s development on the civil military operation
team’s competencies on the Border of 3^rd Army Area. It will be divided into three parts identifying the civil military operation team’s competencies on the Border in the 3^rd Army Area, creating the civil military doctrine in structure and competencies of the civil military operation team’s competencies on the Border in the 3^rd Army Area in order to examine the validity, feasibility, and utility of the civil military doctrine.  Mixed method was used as research methodology. The results of the study showed that : 1) The civil military operation team’s competencies on the Border in the 3^rd Army Area were composed of knowledge, skills and attributes. 2) The military doctrine of the civil military operation team’s competencies on the Border in the 3^rd Army Area included the structure and competency.  26 persons and 4 division were performed as the first division of command. The second division of development, the  third division of information preparation and data analysis and the last is division of supporting. 39 knowledge indicators, 41 skill indicators and 20 attribute indicators were composed 3) The feasibility and utility was confirmed by this research, of which results and the highest level was shown by 11 specialists.
