พัฒนาการของระบบสวัสดิการในประเทศไทย จาก พ.ศ. 2475 ถึง 2543: ข้อสังเกตจากการศึกษาเปรียบเทียบทฤษฎีกับประสบการณืของประเทศไทย

บทคัดย่อ
บทความชิ้นนี้ศึกษาเปรียบเทียบทฤษฎีที่อธิบายพัฒนาการของระบบสวัสดิการกับประสบการณ์ของประเทศไทยตั้งแต่พ.ศ. 2475 ถึง 2543 เพื่อให้เข้าใจถึงปัจจัยที่สำคัญในพัฒนาการของระบบสวัสดิการไทยและลักษณะของนโยบายที่เกิดจากปัจจัยดังกล่าว การศึกษาพบว่าทฤษฎีจากบริบทของตะวันตกที่อธิบายถึงปัจจัยเช่น การเปลี่ยนแปลงสู่สังคมแบบอุตสาหกรรม การเคลื่อนไหวทางชนชั้น รวมถึงการตื่นตัวเรื่องสิทธิทางสังคม ว่าเป็นปัจจัยที่ส่งผลสำคัญต่อพัฒนาการของระบบสวัสดิการนั้น เป็นคำอธิบายที่ไม่ตรงกับประสบการณ์ของประเทศไทย
เส้นทางของพัฒนาการในระบบสวัสดิการไทยถูกอธิบายได้ดีกว่าด้วยทฤษฎีที่มาจากบริบทของประเทศกำลังพัฒนาที่เน้นสภาพทางการเมืองโดยเฉพาะการเปลี่ยนแปลงไปสู่ประชาธิปไตยเป็นปัจจัยสำคัญในการขับเคลื่อนพัฒนาการของระบบสวัสดิการ การขาดหายไปของกลไกประชาธิปไตยในช่วง พ.ศ. 2500-2530 ส่งผลให้นโยบายสวัสดิการในด้านต่างๆ เกิดการขยายตัวอย่างจำกัดและไม่ครอบคลุมถึงคนยากจน ด้วยนโยบายสวัสดิการถูกกำกับด้วยเป้าหมายของรัฐแบบเผด็จการที่ให้ความสำคัญสูงสุดกับการเติบโตทางเศรษฐกิจ จนกระทั่งประเทศไทยเข้าสู่ช่วงการเปลี่ยนแปลงไปสู่ประชาธิปไตยใน พ.ศ. 2530-2543 กลไกในระบบประชาธิปไตยจึงได้ผลักดันให้นโยบายสวัสดิการของไทยขยายตัวและมีความทั่วถึงมากขึ้น
การที่ระบบสวัสดิการของไทยไม่ได้ถูกขับเคลื่อนโดยบทบาทของขบวนการแรงงานหรือพรรคการเมืองฝ่ายซ้าย ส่งผลให้รูปลักษณะของนโยบายสวัสดิการต่างๆ ในไทยไม่เหมือนกับนโยบายสวัสดิการในบริบทตะวันตกเสียทีเดียว การทำงานของกลไกทางการเมืองในบริบทของประชาธิปไตยไทยยังได้รับอิทธิพลจากคุณลักษณะแบบศักดินาราชูปถัมภ์ ส่งผลให้นโยบายสวัสดิการที่ให้การอุปถัมภ์ไปที่ประชาชนเฉพาะกลุ่มมีความสำคัญทางการเมือง สภาพนี้สร้างเงื่อนไขให้การขยายสวัสดิการไปสู่คนยากจนของไทยมักจะออกมาในลักษณะนโยบายที่อุดหนุนไปที่เกษตรกร ซึ่งเป็นนโยบายที่มักประสบข้อจำกัดด้านประสิทธิภาพในการกระจายประโยชน์ให้ทั่วถึงคนยากจน ฉะนั้น โจทย์สำคัญในการพัฒนาระบบสวัสดิการของไทยจึงเป็นคำถามที่ว่าจะพัฒนานโยบายสวัสดิการที่มีประสิทธิภาพมากขึ้นในขณะที่ยังสามารถตอบเงื่อนไขทางการเมืองไปพร้อมกันได้อย่างไร
