บทคัดย่อ
ในค.ศ. 2015-2016 ผู้อพยพจำนวนสูงอย่างที่ไม่เคยมีก่อนเดินทางเข้าสหภาพยุโรปเพื่อขอลี้ภัย ระบบการรับผู้อพยพและลี้ภัยของหลายประเทศสมาชิกถึงขั้นใกล้ล่มสลาย สถานการณ์นี้ได้ชี้ให้เห็นอย่างรวดเร็วถึงข้อบกพร่องของระบบลี้ภัยร่วมของสหภาพยุโรปและสหภาพยุโรปไม่สามารถหามาตรการแก้ไขได้ทันท่วงที หลายประเทศหันไปใช้มาตรการชาติ โดยเฉพาะการควบคุมเขตแดนหรือสร้างสิ่งกีดขวาง การดำเนินการนี้หมายถึงการละทิ้งส่วนหนึ่งของข้อตกลงเชงเกนคือ การยกเลิกการควบคุมเขตแดนภายในเพื่อให้เกิดการเคลื่อนย้ายเสรีภายในยุโรปตลาดเดียว วิกฤติผู้อพยพครั้งนี้จึงคุกคามเชงเกนซึ่งจะมีนัยยะกว้างไกลต่อไป
