Development of Innovation to Improve the Quality of Human Capital Performance at the National Council on Social Welfare of Thailand under Royal Patronage

Abstract

This research article aimed (1) to study the current conditions, problems, and needs for enhancing the quality of human capital performance in the National Council on Social Welfare of Thailand under the Royal Patronage, and (2) to develop an innovation model for promoting the quality of human capital performance within the organization. This study employed a qualitative research approach. The research instruments consisted of semi-structured interviews with 18 key informants and a focus group discussion with 10 experts selected through purposive sampling. Data were analyzed using content analysis.


The findings revealed that 1) regarding the current conditions and problems, internal communication within the organization was found to be ineffective, particularly across departments and generations. Teamwork faced challenges due to hybrid and cross-functional work patterns. Leadership lacked people management and collaboration skills, while critical thinking was limited by organizational structure. Interpersonal relationships were affected by issues of trust, and there was an absence of a clear system for professional development and performance evaluation, as well as a shortage of role model leaders. The needs and approaches for improvement included: (1) personnel capacity development, (2) enhancement of work motivation, (3) promotion of professional working attitudes, (4) improvement of internal communication and coordination systems, (5) establishment of clear and flexible work systems, and (6) sustainable human capital development. 2) The innovation model for enhancing work performance quality comprised: (1) personnel capacity development through workshops, (2) motivation enhancement through recognition boards and additional welfare programs, (3) professional mindset promotion through a work quality promotion manual, (4) improved communication and coordination through monthly meetings, (5) clear and flexible work systems through structural and procedural adjustments, and (6) sustainable human capital development through individual development plans (IDP).
