Ethical Leadership of School Administrators in Kaeng Hang Maeo District Under the Office of Chanthaburi Primary Educational Service Area 1

Abstract
This research aimed to: 1) examine the ethical leadership of school administrators; 2) compare the ethical leadership of school administrators as classified by gender, position, educational level, work experience, and school size; and 3) propose guidelines for developing the ethical leadership of school administrators in Kaeng Hang Maeo District under the Chanthaburi Primary Educational Service Area Office 1. This study employed a descriptive and comparative research design. The sample consisted of school administrators and teachers in the 2025 academic year (B.E. 2568), totaling 161 participants. The sample size was determined through stratified random sampling, using school size as the sampling unit, followed by simple random sampling by lottery method. The research instruments were a questionnaire and a semi-structured interview form. The statistics used for data analysis included frequency, percentage, mean, standard deviation, t-test, F-test, and content analysis.
The research findings revealed that: 1) The overall level of opinions regarding the ethical leadership of school administrators was at a high level. 2) Teachers and administrators with different gender, position, educational level, school size, and experience in their current position did not differ significantly in their overall and aspect-specific opinions toward the ethical leadership of school administrators. 3) The guidelines for ethical leadership of school administrators comprised five components: 1) Trust transparent management, participatory practices, clear communication, and confidence building; 2) Justice equitable treatment and decision-making based on laws and moral principles; 3) Respect showing honor, listening attentively, and fostering mutual respect; 4) Responsibility performing duties diligently, monitoring outcomes, and pursuing continuous improvement; and 5) Integrity administering with honesty, transparency, and adherence to good governance principles.
