Situational Leadership of School Administrators Affecting the Effectiveness of Personnel Management in Educational Institutions Under the Phayao Primary Education Service Area Office 2

Abstract
This study employed a quantitative research design. It aimed to 1) examine the situational leadership of school administrators, 2) examine the effectiveness of personnel management in educational institutions, and 3) investigate the effects of school administrators’ situational leadership on the effectiveness of personnel management in educational institutions under the Phayao Primary Educational Service Area Office 2. The sample consisted of 285 school administrators and government teachers in the academic year 2025, selected through stratified random sampling. The research instrument was a five-point Likert scale questionnaire, with an overall reliability coefficient of 0.881. The statistics used for data analysis included percentage, mean, standard deviation, and multiple regression analysis.
The results revealed that the overall situational leadership of school administrators was at a high level, with Selling Leadership having the highest mean score, followed by Telling Leadership, Delegating Leadership, and Participating Leadership, respectively. Likewise, the overall effectiveness of personnel management in educational institutions was at a high level, with workforce planning ranking highest, followed by separation from service, personnel development, recruitment and appointment, and performance appraisal.
The results of the relationship analysis indicated that three types of situational leadership Participating Leadership, Delegating Leadership, and Selling Leadership had a statistically significant multiple correlation with the effectiveness of personnel management at the .05 level. These leadership styles jointly predicted 32.60 percent of the variance in personnel management effectiveness.
