GUIDELINES FOR POLICE OFFICERS ATTACHED TO SUB-DIVISION 3, TOURIST POLICE DIVISION 1, ON WAYS TO INCREASE EFFICIENCY OF PROVIDING SAFETY MEASURES FOR TOURISTS

Abstract

The objects of this analysis are 1)  to study problems and hindrances of providing safety measures for tourists conducted by police officers attached to Sub-Division 3, Tourist Police Division 1, 2)  to introduce guidelines on ways to increase efficiency of providing safety measures for tourists conducted by police officers attached to Sub-Division 3, Tourist Police Division 1. Representative samples are selected from 3 ranks of officers in Sub-Division 3, Tourist Police Division 1 : 2 Executives, 4 supervisors, 2 privates. Total :  8 officers, Methods of study :  By interviewing in depth and organizing small meeting groups (alias Focus Groups) from both Content Analysis and Thematic Analysis, it is apparent that : 1)  the main problems and hindrances of providing safety measures are police officers lack authority to investigate the disputes caused to tourists, thus making them uncertain and hesitate as to whom they should turn and report the cases properly, police stations lack servicing facilities, i.e. officers are unable to communicate with them in any universal language especially, cheats of transportation fares, illegal touring businesses and guides, steals of personal effects, 2) ways to increase efficiency of providing safety measures indicate police officers need to enforce laws and regulations and to inflict penalties to wrongdoers strictly, which will naturally help lessen crime and violence rates, and to co-ordinate works with others to boost such an efficiency as well. Therefore, in each working shift, report of problem is a must to enable next shift well informed about.
