DEVELOPING OF LEGAL MEASURES FOR THE ELECTION OF THE GOVERNOR OF BANGKOK FOR PEOPLE WITH DISABILITIES

Abstract

         The objectives of this research were to study the Local Election Act or the Local Election Council B.E. 2019 and to study the legal measures related to the election of the Bangkok Governor for people with disabilities. This was an in-depth interview study with disabilities in Bangkok 30 people. The results of interviews and group meetings (Focus Group) to brainstorm opinions of a population of 20 people classified into 5 groups: Election Commission officials, public health officials, Office for the Promotion and Development of Persons with Disabilities, Association of Persons with Disabilities, academics and experts.
           The results of the research revealed that the Bangkok governor election pattern According to the Local Election Act or the Local Election Council B.E. 2019 in the law, there is no form of election suitable for people with disabilities. making people with disabilities who have the right to choose, since they do not want to exercise their right to vote There are different types of people with disabilities. Each type of opinion requires a different form of election. Problems and obstacles arising from elections are the campaign format. Election sites are not suitable for people with disabilities, for example, elections are held under an overpass. as well as the method of voting at the polling station. Facilities within a polling place are inappropriate, for example polling staff does not understand disability characteristics. As a result, people with disabilities cannot exercise their rights properly.
          Research Recommendations For the election of the governor of Bangkok, there is a format suitable for people with disabilities. Therefore, it is appropriate to improve the legal measures by creating a requirement as Election Commission Regulations on Election of Members of Local Councils or Local Administrators, B.E. 2019. Assign political parties to campaign by sign size, color, font size, other forms of campaigning, such as electronic campaigning, television, direct campaigning. have a sign language interpreter In determining the electoral method for people with disabilities, registration is required using a fingerprint scanner. the provision of facilities to arrange transportation to the polling station; as well as providing training to officers working in polling stations to gain an understanding of the care of disabled people in the elections.
