Strategies for Educational Resource Management of Small Schools under Suratthani Primary Educational Service Area Office 1

Abstract
The objectives of this study were: 1) to study the internal and external environment affecting educational resource management; 2) to develop the strategies for educational resource management; and 3) to determine the strategies for educational resource management of small schools under Suratthani Primary Educational Service Area Office 1. This study was a research and development study comprising three steps: 1) to study the internal and external environment form the sample of 40 small school administrators by an open-ended questionnaire; 2) to develop the strategies for educational resource management by a workshop of 10 experts; and 3) to determine the developed strategies by 15 small school administrators. Data were collected by the suitability, feasibility, and utility determination forms and were analyzed by mean and standard deviation. The research findings were as follows. 1) The analysis of the internal and external environment showed that the personnel developed themselves and worked as a team and the budget was systematically managed. The use of technological materials was worthwhile and the environment was appropriate for learning. In addition, the affiliated agency allocated the budget based on student cost per head and provided sufficient equipment for distance education via satellite. External agencies, communities, and school committees provided a support for budget and labor. 2) The important strategies for educational resource management comprised a development of multigrade classroom management, an enhancement of personnel morale, a systematic budget management, a resource mobilization from all sectors, a support on the management of distance education via satellite, a support on the needs survey planning for technological materials and equipment, and a support on building maintenance planning. 3) The determination of the strategies showed that overall the suitability, feasibility, and utility were in the highest level.
