กลยุทธ์การบริหารทรัพยากรทางการศึกษาของโรงเรียนขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุราษฎร์ธานี เขต 1

บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพแวดล้อมภายในและภายนอกที่มีผลต่อการบริหารทรัพยากรทางการศึกษา 2) พัฒนากลยุทธ์การบริหารทรัพยากรทางการศึกษา 3) ตรวจสอบกลยุทธ์การบริหารทรัพยากรทางการศึกษาของโรงเรียนขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุราษฎร์ธานี เขต 1 เป็นการวิจัยและพัฒนา มี 3 ขั้นตอน 1) ศึกษาสภาพแวดล้อมภายในและภายนอก กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษา จำนวน 40 คน ใช้แบบสอบถามปลายเปิด 2) พัฒนากลยุทธ์การบริหารทรัพยากรทางการศึกษา โดยผู้ทรงคุณวุฒิ จำนวน 10 คน และ 3) ตรวจสอบกลยุทธ์ โดยผู้บริหารสถานศึกษา จำนวน 15 คน เครื่องมือเป็นแบบตรวจสอบ ความเหมาะสม ความเป็นไปได้และความเป็นประโยชน์ วิเคราะห์ข้อมูลโดยใช้ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัย 1) ผลการวิเคราะห์สภาพแวดล้อมภายใน และภายนอก พบว่า บุคลากรพัฒนาตนเอง ร่วมมือทำงานเป็นทีม การบริหารงานงบประมาณเป็นระบบ การใช้งานวัสดุอุปกรณ์เทคโนโลยีคุ้มค่า สภาพแวดล้อมเอื้อต่อการเรียนรู้ หน่วยงานต้นสังกัดจัดสรรงบประมาณเงินอุดหนุนรายหัว ครุภัณฑ์ดาวเทียมเพียงพอ หน่วยงานภายนอก ชุมชน และคณะกรรมการสถานศึกษาสนับสนุนทั้งด้านงบประมาณและแรงงาน 2) กลยุทธ์การบริหารทรัพยากร ทางการศึกษาที่สำคัญ ได้แก่ พัฒนาการจัดการเรียนการสอนแบบคละชั้นเรียน สร้างขวัญและกำลังใจบุคลากร การบริหารงบประมาณอย่างเป็นระบบ ระดมทรัพยากรจากทุกภาคส่วน ส่งเสริมการจัดการศึกษาทางไกล ผ่านดาวเทียม ส่งเสริมการวางแผนสำรวจความต้องการใช้วัสดุ อุปกรณ์เทคโนโลยี ส่งเสริมการวางแผน การบำรุงรักษาอาคารสถานที่ และ 3) ผลการตรวจสอบกลยุทธ์ พบว่า ความเหมาะสม ความเป็นไปได้ และความเป็นประโยชน์ โดยรวมอยู่ในระดับมากที่สุด
