Organizational Management Factors and Core Competencies of Personnel Affecting Effectiveness of Lopburi Province

Abstract
The objectives of this research were to 1) study the level of internal factors, the core competency of personnel, and the effectiveness of municipalities in Lopburi Province; 2) study internal factors and core competencies of personnel affecting the effectiveness of municipalities in Lopburi Province; and 3) propose guidelines to increase the core competencies in municipal work in Lopburi Province. This study was a combined research method. The target population was municipal personnel in Lopburi Province, 328 people were used. The research instruments were questionnaires and in-depth interviews with 17 people. The data were analyzed using frequency, percentage, mean, and standard deviation, multiple regression analysis, and correlation analysis. The results of the study showed that 1) organizational management overall and each aspect is at a high level in every aspect, and core competencies in work overall and each aspect are at a high level in every aspect. In the effectiveness of municipalities in Lopburi Province, the overall and individual elements are at a high level in all aspects; 2) core competencies in work performance in adhering to righteousness and ethics. In terms of accumulating expertise in careers and teamwork that affects the effectiveness of the municipality in Lopburi Province, with statistical significance at .05; and 3) the organization should adhere to legitimacy. Encouragement of work expertise and teamwork are important for the success of any organization and will help their work go well.
