Guidelines for the Development of Community Welfare Fund Management under the Sufficiency Economy Philosophy in Surat Thani Province

Abstract

The objectives of this research were: 1) to study the performance of the Community Welfare Fund Committee in Surat Thani Province; 2) to study the management of community welfare funds under the Sufficiency Economy Philosophy in Surat Thani Province; and 3) to present guidelines for the development of community welfare fund management under the Sufficiency Economy Philosophy in Surat Thani Province. Using a mixed method research methodology, the researcher used a questionnaire to collect data from the Community Welfare Fund Committee in Surat Thani Province of 400 respondents, for quantitative research using in-depth interviews with 25 provincial driving committees and community welfare fund shareholders. The research results were as follows: 1) The overall performance of the Community Welfare Fund Committee was at a high level, when considering each aspect, the budget was at a high level, the method of operation was at a high level, and the Board of Directors was at a moderate level; 2) The overall management of the Community Welfare Fund under the sufficiency economy philosophy was at a high level when considering each aspect; the rationality aspect was at the highest level, the moderation aspect, the good immunity aspect, and the morality conditions aspect were at a high level, and the knowledge condition was at a moderate level; and 3) The development guideline for the management of community welfare funds in Surat Thani is the 2MBP model, which was a practice guideline under the sufficiency economy philosophy that can develop and create stability and sustainability
