แนวทางการพัฒนาการบริหารจัดการกองทุนสวัสดิการชุมชนภายใต้ปรัชญาเศรษฐกิจพอเพียงในจังหวัดสุราษฎร์ธานี

บทคัดย่อ
บทความวิจัยนี้มีวัตถุประสงค์เพื่อ 1. ศึกษาบริบทการปฏิบัติงานของคณะกรรมการกองทุนสวัสดิการชุมชนในจังหวัดสุราษฎร์ธานี 2. ศึกษาการบริหารจัดการกองทุนสวัสดิการชุมชนภายใต้ปรัชญาเศรษฐกิจพอเพียงในจังหวัดสุราษฎร์ธานี และ 3. นำเสนอแนวทางการพัฒนาการบริหารจัดการกองทุนสวัสดิการชุมชนภายใต้ปรัชญาเศรษฐกิจพอเพียงในจังหวัดสุราษฎร์ธานีอย่างยั่งยืน โดยใช้ระเบียบและวิธีการวิจัยแบบผสมผสาน วิจัยเชิงปริมาณใช้แบบสอบถามต่อคณะกรรมการกองทุนสวัสดิการชุมชนในจังหวัดสุราษฎร์ธานีจำนวน 400 ชุด ส่วนการวิจัยเชิงคุณภาพ ใช้วิธีสัมภาษณ์เชิงลึกกับคณะกรรมการขับเคลื่อนระดับจังหวัดและผู้มีส่วนเกี่ยวข้องกับกองทุนสวัสดิการชุมชนจำนวน 25 คน ผลการวิจัยพบว่า 1) บริบทการปฏิบัติงานของคณะกรรมการกองทุนสวัสดิการชุมชนโดยรวมอยู่ในระดับมากเมื่อพิจารณาเป็นรายด้านพบว่า ด้านงบประมาณอยู่ในระดับมาก ด้านวิธีการดำเนินงานอยู่ในระดับมาก และด้านคณะกรรมการอยูในระดับปานกลาง 2) การบริหารจัดการกองทุนสวัสดิการชุมชนภายใต้ปรัชญาเศรษฐกิจพอเพียงโดยรวมอยู่ในระดับมากเมื่อพิจารณารายด้านพบว่า ด้านความมีเหตุผลอยู่ในระดับมากที่สุด ด้านความพอประมาณ ด้านภูมิคุ้มกันที่ดีในตัว ด้านเงื่อนคุณธรรมอยู่ในระดับมาก และด้านเงื่อนไขความรู้อยู่ในระดับปานกลาง และ 3) ผลการวิจัยได้พัฒนารูปแบบเป็น 2MBP (2MBP Model) ซึ่งจะเป็นแนวทางในการปฏิบัติงานภายใต้หลักปรัชญาเศรษฐกิจพอเพียงที่สามารถพัฒนาและก่อให้เกิดความมั่นคงและยั่งยืนต่อไปได้
