The Development of Manual for Educational Personnel Administration by the Principles of Good Governance Under the Secondary Educational Service Area Office Surat Thani Chumphon

Abstract

The objectives of this research and development, which were fundamental characteristics of this action research, were as follows: 1) study the administrative conditions necessary for education; 2) develop an administration manual based on the study of good governance principles; and 3) evaluate the suitability and feasibility of the administration manual directly for education according to the principles of good governance under the Secondary Educational Service Area Office, Surat Thani Chumphon. The research method is divided into three steps, as follows: 1) Study the conditions of educational personnel administration, which collected data from 220 educational institution administrators. 2) Develop a manual for the management of educational personnel according to the principles of good governance. There were five experts to inspect the correctness and completeness of the educational personnel management manual according to the principles of good governance. 3) Evaluate the appropriateness for the feasibility and usefulness of the manual for the administration of educational personnel according to the principles of good governance by 220 executives in the area. The tool used to collect data is a questionnaire, which uses basic statistics, including percentage, mean, and standard deviation, to analyze the data. The research findings revealed that 1) the conditions of administration of educational personnel according to the principles of good governance are overall at a high level (gif.latex?\bar{x} = 4.07). 2) Development of a manual for the administration of educational personnel according to the principles of good governance, there is content accuracy in every item. The average content validity was 0.97, and there was an assessment of appropriateness, possibility and the usefulness of the educational personnel management manual according to the principles of good governance, overall, it is at a high level (gif.latex?\bar{x} = 4.14).
