The Human Resources Management Model Responded to the Department for Learning Encouragement of District Learning Encouragement Center in the Three Southern Border Provinces

Abstract
This research aimed to 1) develop a human resources management model responding to the Department for Learning Encouragement of District Learning Encouragement Center in the Three Southern Border Provinces, and 2) evaluate the human resources management model responding to the Department for Learning Encouragement of District Learning Encouragement Center in the Three Southern Border Provinces. This study utilized a mixed-methods approach. The sample consisted of 330 administrators and teachers affiliated with the Learning Encouragement Centers in the three southernmost provinces, 11 experts in model development, and 36 experts in assessing the suitability and feasibility of the model. Data collection tools included questionnaires (IOC value equal to 0.80-1.00), focus group discussions, and suitability and feasibility assessment forms. Data were analyzed using statistical values, including means and standard deviations, and content analysis. The research found that 1) the human resource management model to support the upgrade to a Department of Learning Encouragement for District Learning Encouragement Centers in three southernmost provinces comprised seven main components and included 38 mechanisms, as follows: (1) human resource and workforce planning; (2) recruitment and selection of human resources; (3) development and training of human resources; (4) performance evaluation; (5) management of compensation, benefits, and rewards; (6) retention of talented individuals; and (7) multicultural human resource management. 2) The overall assessment of the suitability and feasibility of the model was rated as high.
