บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) พัฒนารูปแบบการบริหารทรัพยากรมนุษย์เพื่อรองรับการยกระดับเป็นกรมส่งเสริมการเรียนรู้ของศูนย์ส่งเสริมการเรียนรู้อำเภอในสามจังหวัดชายแดนภาคใต้ และ 2) ประเมินรูปแบบการบริหารทรัพยากรมนุษย์เพื่อรองรับการยกระดับเป็นกรมส่งเสริมการเรียนรู้ของศูนย์ส่งเสริมการเรียนรู้อำเภอในสามจังหวัดชายแดนภาคใต้ การวิจัยครั้งนี้เป็นการวิจัยแบบผสมผสาน กลุ่มตัวอย่างที่ใช้ในการศึกษาเป็น ผู้บริหารและครูสังกัดศูนย์ส่งเสริมการเรียนรู้อำเภอในสามจังหวัดชายแดนภาคใต้ จำนวน 330 คน ผู้ทรงคุณวุฒิในการพัฒนารูปแบบจำนวน 11 คน และผู้เชี่ยวชาญในการประเมินความเหมาะสมและความเป็นไปได้ของรูปแบบฯ จำนวน 36 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถาม (ค่า IOC มีค่า 0.80-1.00) การสนทนากลุ่ม และแบบประเมินความเหมาะสมและความเป็นไปได้ ทำการวิเคราะห์ข้อมูลโดยใช้ค่าสถิติ ประกอบด้วย ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า 1) รูปแบบการบริหารทรัพยากรมนุษย์เพื่อรองรับการยกระดับเป็นกรมส่งเสริมการเรียนรู้ของศูนย์ส่งเสริมการเรียนรู้อำเภอในสามจังหวัดชายแดนภาคใต้ ประกอบด้วยองค์ประกอบหลัก 7 ด้าน และมีกลไกการขับเคลื่อนรวม 38 กลไก ดังนี้ (1) การวางแผนทรัพยากรมนุษย์และอัตรากำลัง (2) การสรรหาและคัดเลือกทรัพยากรมนุษย์ (3) การพัฒนาและฝึกอบรมทรัพยากรมนุษย์ (4) การประเมินผลการปฏิบัติงาน (5) การบริหารค่าตอบแทน สวัสดิการและผลประโยชน์ (6) การธำรงรักษาคนเก่ง และ (7) การบริหารบุคคลเชิงพหุวัฒนธรรม และ 2) ผลการประเมินความเหมาะสมและความเป็นไปได้ของรูปแบบฯ ในภาพรวม อยู่ในระดับมาก
