The Development of an Active Online Learning Instructional Model Using the Professional Learning Community Process for Teachers in the New Normal in Chaiyaphum Province

Abstract
The objectives of this research were: 1) to create and develop the active online learning instructional model using the professional learning community process for teachers in the new normal and 2) to evaluate the active online learning instructional model using the professional learning community process for teachers in the new normal. This research was divided into three phases: Phase 1: The target groups included seven qualified persons and 40 teachers selected through purposive sampling. Phase 2: The target groups included nine qualified persons selected through purposive sampling, and expert-based assessment was employed. Data collection tools the active online learning instructional model using the professional learning community process for teachers in the new normal and model efficiency assessments. Statistics used to analyze quantitative data included frequency, percentage, mean, and standard deviation. The qualitative data section used the content analysis method. The results of the research showed that: 1. The active online learning instructional model using a professional learning community process for teachers in the new normal had seven components: 1) the origin of the model, 2) the principle of the model, 3) the goal of the model, 4) the procedure and method of operation, 5) the content of the model, 6) the evaluation of the model, and 7) implementation conditions and support systems. The composition consistency assessment results showed that all model components were consistent between 0.86 and 1.00. The model implementation results showed that the teachers' competency in knowledge and understanding of proactive online learning management after using the model had a higher mean score than before. 2. The results of assessing the quality of the model, overall and in each aspect, were at the highest level. When considering each aspect, the feasibility, usefulness, and suitability were at the highest level, and the accuracy was at a high level.
