Guidelines for Implementing Social Order Policies in Entertainment Venues: A Case Study of Hua Hin District, Prachuap Khiri Khan Province

Abstract
This research aimed to study 1) examine the level of social order policy implementation in local service venues, with a case study in Hua Hin District, Prachuap Khiri Khan Province; 2) compare the opinions of service users with different personal characteristics regarding the implementation of the policy; 3) examine the entertainment venue factors that have a causal relationship with the implementation of the policy; and 4) propose guidelines for implementing the social order policy in entertainment venues. This research employed a mixed-method approach. The sample was divided into two groups: (1) 384 service users of entertainment venues, purposively selected, who responded to a questionnaire analyzed using percentage, mean, standard deviation, and multiple regression analysis; and (2) 9 related stakeholders, interviewed and analyzed using content analysis. The research results were found as follows; 1) The overall level of implementation of the social order policy in entertainment venues was moderate. 2) Gender, average monthly income, and service usage behavior were significantly related to differences in opinions on the implementation of the social order policy in entertainment venues. 3) Government officers (β = 0.454), service providers (β = 0.260), service regulations (β = 0.207), and service users (β = 0.144) had a statistically significant causal relationship with the implementation of the social order policy at the 0.01 level. 4) The proposed guidelines for implementing the social order policy in entertainment venues included: improving policies and regulations to be clear and suitable for the area; providing knowledge and training; and promoting cooperation among all parties through incentives and joint meetings.
