แนวทางการนำนโยบายจัดระเบียบสังคมไปปฏิบัติกับสถานบริการกรณีศึกษาอำเภอหัวหิน จังหวัดประจวบคีรีขันธ์

บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับการนำนโยบายจัดระเบียบสังคมไปปฏิบัติกับสถานบริการในเขตอำเภอหัวหิน จังหวัดประจวบคีรีขันธ์ 2) เปรียบเทียบความคิดเห็นของผู้ใช้บริการที่มีลักษณะส่วนบุคคลแตกต่างกันต่อการนำนโยบายไปปฏิบัติ 3) ศึกษาปัจจัยของสถานบริการที่มีความสัมพันธ์เชิงเหตุผลกับการนำนโยบายไปปฏิบัติ และ 4) เสนอแนวทางการนำนโยบายจัดระเบียบสังคมไปปฏิบัติกับสถานบริการ การวิจัยเป็นแบบผสานวิธี กลุ่มตัวอย่างแบ่งเป็น 2 กลุ่ม ได้แก่ 1) ผู้ใช้บริการสถานบริการ 384 คนคัดเลือกแบบเฉพาะเจาะจง ใช้แบบสอบถามวิเคราะห์ด้วยสถิติ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยพหุคูณ 2) บุคคลที่เกี่ยวข้อง 9 คน ใช้การสัมภาษณ์ โดยการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า 1) ระดับการนำนโยบายจัดระเบียบสังคมไปปฏิบัติกับสถานบริการโดยรวมอยู่ในระดับปานกลาง 2) เพศ รายได้เฉลี่ยต่อเดือน พฤติกรรมการใช้บริการ ที่แตกต่างกัน มีความสัมพันธ์กับการนำนโยบายจัดระเบียบสังคมไปปฏิบัติกับสถานบริการ ต่างกัน 3) ปัจจัยสถานบริการ ด้านเจ้าหน้าที่รัฐ (β = 0.454) ด้านผู้ประกอบการ (β = 0.260) ด้านระเบียบสถานบริการ (β = 0.207) และด้านผู้ใช้บริการ (β = 0.144) มีความสัมพันธ์เชิงเหตุผล กับการนำนโยบายจัดระเบียบสังคมไปปฏิบัติกับสถานบริการ อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 และ 4) แนวทางการนำนโยบายจัดระเบียบสังคมไปปฏิบัติกับสถานบริการ พบว่า การปรับปรุงนโยบายระเบียบข้อบังคับให้ชัดเจนเหมาะสมกับพื้นที่ อบรมพัฒนาความรู้ และส่งเสริมความร่วมมือกับทุกฝ่ายผ่านแรงจูงใจและการประชุมร่วมกัน
