ภัยคุกคามทางข้อมูล: บทเรียนจากความขัดแย้งระหว่างรัสเซีย-ยูเครน และกาซา เพื่อเตรียมความพร้อมในการรับมือของประเทศไทย

บทคัดย่อ
ในยุคที่ข้อมูลมีบทบาทสำคัญในการกำหนดความได้เปรียบในสงคราม โดยเฉพาะสงครามทางปัญญาที่ขยายพื้นที่การต่อสู้ไปยังพื้นที่ไซเบอร์ การศึกษารูปแบบของภัยคุกคามทางข้อมูล โดยรวบรวมข้อมูลข่าวสาร บทวิเคราะห์ บทสัมภาษณ์ และเอกสารวิชาการที่เกี่ยวข้องกับภัยคุกคามทางข้อมูล เช่น การปฏิบัติการทางข้อมูล การปฏิบัติการทางจิตวิทยา การปฏิบัติการทางไซเบอร์ จากกรณีศึกษาของสงครามรัสเซีย-ยูเครน และสงครามฉนวนกาซา ช่วยให้ทราบถึงแนวทางการประยุกต์ใช้รูปแบบกลยุทธ์ต่าง ๆ ในการปฏิบัติการทางข้อมูล รวมถึงมาตรการรับมือภัยคุกคามทางข้อมูลระหว่างคู่ขัดแย้ง และนำมาเปรียบเทียบกับสถานการณ์ของประเทศไทย เพื่อสรุปบทเรียนและเสนอแนะแนวทางการเตรียมความพร้อมสำหรับการรับมือกับภัยคุกคามทางข้อมูลสำหรับหน่วยงานภาครัฐของประเทศไทย ใน 4 มิติที่มีประชาชนเป็นศูนย์กลาง จากการศึกษาพบว่า รัฐบาลไทยควร 1) เสริมสร้างศักยภาพในการรับรู้สถานการณ์ โดยการส่งเสริมเครือข่ายตรวจสอบข้อเท็จจริงทั้งการบูรณาการในการทำงานร่วมกัน การสนับสนุนการใช้ปัญญาประดิษฐ์ในการพัฒนาประสิทธิภาพการตรวจจับข้อมูลผิดปกติบนพื้นที่ไซเบอร์และการสื่อสารข้อเท็จจริงแบบทันการณ์ 2) เพิ่มประสิทธิผลการป้องกัน โดยแสวงหาความร่วมมือจากแพลตฟอร์มโซเชียลมีเดียและกลุ่มผู้เชี่ยวชาญความปลอดภัยทางไซเบอร์ รวมถึงพัฒนาทักษะการรู้เท่าทันสื่อและดิจิทัลให้กับประชาชนอย่างทั่วถึง 3) เพิ่มประสิทธิภาพการควบคุมและบรรเทาภัยคุกคาม โดยพัฒนาขีดความสามารถในการสื่อสารเชิงกลยุทธ์ในเชิงรุกไปยังประชาชน รวมถึงการควบคุมและกำกับดูแลด้านข้อมูล แพลตฟอร์มสื่อสังคมออนไลน์ โครงสร้างพื้นฐานให้ครอบคลุมหน่วยงานสำคัญอย่างทั่วถึงและเท่าทันนวัตกรรมดิจิทัล 4) พัฒนาความสามารถในการฟื้นตัว เช่น การสำรองระบบพื้นฐานสารสนเทศที่สำคัญในเขตพรมแดนประเทศไทย ซึ่งจะช่วยส่งเสริมความสามารถในการรับมือกับภัยคุกคามทางข้อมูลของประเทศไทยได้
