การศึกษาผลกระทบของแรงงานข้ามชาติต่อค่าจ้างเฉลี่ยและชั่วโมงการทำงานของแรงงานนอกระบบ

บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาผลกระทบของแรงงานข้ามชาติที่มีผลต่ออัตราค่าจ้างเฉลี่ยของแรงงานข้ามชาติ และ 2) ศึกษาผลกระทบของแรงงานข้ามชาติที่มีผลต่อชั่วโมงการทำงานแรงงานนอกระบบ โดยเป็นการวิจัย เชิงปริมาณที่ใช้ข้อมูลทุติยภูมิ ในระดับบุคคล จากการสำรวจการทำงานแรงงานระบบ ในปี 2558 และ 2562 ประมาณค่าด้วยกำลังน้อยที่สุดทั่วไป (GLS) เพื่อให้เห็นถึงผลกระทบต่ออัตราค่าจ้างเฉลี่ยและชั่วโมงการทำงานของแรงงานนอกระบบ ข้อค้นพบที่สำคัญพบว่า 1) เพศชายที่มีอายุ 36-59 ปี มีสถานภาพสมรส ระดับการศึกษาประถมศึกษา ทำงานอยู่ในภาคเกษตร ได้รับผลกระทบด้านอัตราค่าจ้างเฉลี่ยมาก และแรงงานนอกระบบที่อยู่ในพื้นที่ที่มีแรงงานข้ามชาติหนาแน่นจะได้ผลกระทบด้านอัตราค่าจ้างเฉลี่ยน้อย และ 2) ชั่วโมงการทำงานของเพศชายอายุ 15 -35 ปี มีสถานภาพสมรส ทำงานอยู่ในภาคเกษตรจะได้รับผลกระทบด้านชั่วโมงการทำงานมาก และในพื้นที่ที่มีแรงงานข้ามชาติหนาแน่นจะมีชั่วโมงการทำงานลดลง ซึ่งจะเป็นการกระตุ้นให้เกิดการทำงานมากขึ้น และจะนำมาซึ่งปัญหาสุขภาพ แรงงานนอกระบบเป็นกลุ่มแรงงานที่ไม่มีหลักประกันทางสังคม ดังนั้น หน่วยงานที่เกี่ยวข้องควรมีนโยบายส่งเสริมการเข้าสู่ระบบ เพื่อให้เข้าถึงสวัสดิการในการทำงานและสุขภาพ และส่งเสริมการเพิ่มทักษะแรงงานนอกระบบในทุกภาคการผลิต
