บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) พัฒนาข้อเสนอเชิงยุทธศาสตร์ และ 2) ตรวจสอบความเหมาะสมและความเป็นไปได้ของข้อเสนอเชิงยุทธศาสตร์ เพื่อการบริหารจัดการเทคโนโลยีสารสนเทศและการสื่อสาร สำหรับสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาจังหวัดร้อยเอ็ด ประกอบด้วย 2 ระยะ คือ 1) พัฒนาข้อเสนอเชิงยุทธศาสตร์เพื่อการบริหารจัดการเทคโนโลยีสารสนเทศและการสื่อสาร กลุ่มตัวอย่าง 368 คน โดยใช้แบบสอบถาม และพัฒนายุทธศาสตร์ โดยการสัมภาษณ์เชิงลึกผู้ทรงคุณวุฒิ 12 คน และ 2) ตรวจสอบความเหมาะสมและความเป็นไปได้ของข้อเสนอเชิงยุทธศาสตร์เพื่อการบริหารจัดการเทคโนโลยีสารสนเทศและการสื่อสาร โดยผู้ทรงคุณวุฒิ 9 คน ผลการวิจัยพบว่า 1. ข้อเสนอเชิงยุทธศาสตร์เพื่อการบริหารจัดการเทคโนโลยีสารสนเทศและการสื่อสาร สำหรับสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาจังหวัดร้อยเอ็ด ประกอบด้วย ยุทธศาสตร์ 4 ด้าน 17 มาตรการ และกลไกการนำไปสู่การปฏิบัติ 46 ประเด็น โดยยุทธศาสตร์ 4 ด้าน ประกอบด้วย 1) ด้านการใช้เทคโนโลยีสารสนเทศ เพื่อพัฒนาคุณภาพการเรียนรู้ของผู้เรียน 2) ด้านการใช้เทคโนโลยีสารสนเทศพัฒนาการบริหารจัดการและให้บริการทางการศึกษา 3) ด้านการใช้เทคโนโลยีสารสนเทศที่มีประสิทธิภาพ และ 4) ด้านการพัฒนาโครงสร้างพื้นฐานเทคโนโลยีสารสนเทศเพื่อการศึกษา 2. ความเหมาะสมและความเป็นไปได้ของข้อเสนอเชิงยุทธศาสตร์เพื่อการบริหารจัดการเทคโนโลยีสารสนเทศและการสื่อสารสำหรับสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาจังหวัดร้อยเอ็ด มีค่าเฉลี่ยอยู่ในระดับมากที่สุด
