The Mechanisms in Managing Non-Traditional Security Issues along Thai – Cambodian border on Eastern Region

Abstract

      The research on the mechanisms in managing non-traditional security issues along Thai – Cambodian border on the eastern region aimed to study the efficiency of the existing mechanisms in administrating problems and the measurements to increase the potential of the existing mechanisms in managing the impact from non-traditional security issues of the local governments along Thai – Cambodian border. The researcher employed qualitative research in gathering data by studying documents, in-depth interviewing, observing, and organizing a brainstorming forum. Data analysis utilized classification and analysis to link to several phenomena and data interpretation.

      The results found that:

     1) The participatory efficiency of the existing mechanisms in administrating the impact of new security problems, which had already occurred, was the usage of negotiation mechanism, political mechanism, and budget administration mechanism, mechanism under the economic objective plan, mechanism in assessing the result of the objective plan according to participatory principle, labor problem control mechanism, information exchange meeting of the local state organization mechanism, and mechanism to support the mission of the major state agencies. The participatory efficiency of the likely-to-happened mechanism was conflict management mechanism and informal relationship development mechanism, mechanism under the economic objective plan, mechanism to support people in economic system development activities, development mechanism of local Administrators to support the local economic system development, management mechanism in accordance with social and natural resource objective plans, and labor control.

     2) The measurement to increase the participatory potential of the mechanism in managing the impact from non-traditional security issues was (1) mechanism to increase negotiation skill, (2) mechanism to organize the effective administration, (3) measurement to decrease annual expenditure budget, (4) measurement to survey the need for economic development, (5) measurement to assess the result of economic plan, (6) measurement to promote economic activities to people, (7) measurement to specify directions to develop local areas that was consistent with the local content, (8) measurement to make a cooperation agreement, (9) measurement to initiate participatory process, (10) Measurement to manage international relations activities and (11) facilitation measurement for duty cooperation in local areas.
